Position Summary:

The Division of Facilities Planning and Management (FP&M), Capital Planning and Development Supervisor, Laboratory Project Manager is responsible for the administration, planning, and management of laboratory projects. In addition, this position is responsible for developing scope/budge documents for the biennial capital requests and serve as a campus representative with program leadership during all phases of design and construction of instructional, research, auxiliary, and other laboratory spaces. This position will manage multiple projects simultaneously with project budgets ranging from approximately $200K to $10M and supervisor project managers for renovation projects. The person in this role will represent campus needs and interests with other State Agencies in the design of university facilities, in setting related guidelines and making operational decisions.

This position works closely wand manages work in collaboration with other departments including other units within FP&M, UW System Administration, campus divisions and departments, and architectural/engineering consultants. The person in this role will have a high degree of independence.

This position includes the supervisor of 2-5 project managers in the planning, design, and renovation projects.

Degree and Area of Specialization:

Bachelor's degree in architecture or engineering.

Minimum Years and Type of Relevant Work Experience:

A minimum of 10 years of progressively responsible experience in architectural or engineering design and construction project management.

Demonstrated experience in the design, renovation and construction of research and teaching laboratory spaces.

Demonstrated knowledge of laboratory support systems, applicable codes, and safety protocols.

Demonstrated experience in managing building projects from inception through construction and close-out.

Demonstrated experience in leading multiple project criterium, good understanding of utilities and MEP coordination, air/water/thermal barriers, experience coordination design to work within a campus setting, experience in many different laboratory types, experience in the selection of interior building materials and finishes, space planning, and development of interior details.

Demonstrated experience in developing project and construction cost estimates.

Demonstrated experience in leading, motivation and developing staff into an effective team.

Demonstrated experience supervisor project managers.

License or Certificate:

Registration as a Professional Architect or Professional Engineer is preferred.

Certification as a Project Management Professional (PMP) is desirable.

Additional Information:

Knowledge of engineering and construction practices, building codes, standards, cost estimating, scheduling.

Knowledge and ability in the principles and practice of project management.

Knowledge and experience in laboratory design.

Understanding and knowledge of current practices in the design of campus spaces that foster community building and social interaction.

Knowledge and experience with construction observation and the development of punch lists.
Skill in facilities programming, planning, and design.

Understanding of the increasing complexity of academic facilities in institutions of higher education.

Ability to organize, evaluate and present information effectively (graphics, construction documents,
written reports, presentations, etc.).

Strong communication and interpersonal skills are essential.

Functional knowledge of standard procedures pertaining to purchasing, construction practices, administrative processes/policies, and the ability to quickly understand how these same procedures work at the University and the State.

Ability to interact, negotiate and problem solve effectively with faculty, staff, students, contractors, design professionals, campus community, government officials, and the public.

Ability to organize planning and design processes and studies.

Proficiency in Word, Excel, AutoCAD, and MS Project.

Proficiency in Building Information Modeling (BIM) is desirable.

Demonstrates respect through personal behavior, developing positive working relationships with staff, students, customers, and colleagues.

An individual at this level performs those duties and responsibilities expected of a fully competent professional. Typically, such duties and responsibilities require knowledge and skills gained only through experience. A fully competent professional works independently in applying the approaches, methods, and techniques of his or her profession and is active in developing or assisting in the development of new approaches to resolving problems.
