Position Summary:

Environmental Health Specialist - This position is located in the Department of Health Services (DHS), Division of Public Health (DPH), Bureau of Environmental and Occupational Health (BEOH), Lead and Asbestos Section, Lead-Safe Homes Program (LSHP).

LSHP provides over $10 million in funding annually to abate lead hazards in Wisconsin through a Health Services Initiative from the Children's Health Insurance Program (CHIP) and matching state funds.

Under the direct supervision of the LSHP Program Manager Director and as directed by the Lead LSHP Environmental Health Specialist, this position is responsible for: reviewing assessments and scopes of work for LSHP projects from grantees in the Milwaukee area; providing feedback and support to area LSHP grantees to ensure that assessments are done correctly and that reports are timely and accurate; providing technical assistance to LSHP grantees, contractors, building inspectors, and other area partners to ensure compliance with LSHP eligibility, policies and procedures; conducting compliance checks of work done under the program; working with partners to resolve any issues that do arise quickly and effectively; and reviewing and
preparing analyses and reports for internal and external requests.

Additionally, in order to better coordinate efforts to eliminate childhood lead poisoning in Wisconsin, the incumbent will develop and strengthen partnerships with local and regional stakeholders and provide outreach and compliance assistance to the broader regulated community, including: uncertified contractors where possible, local public health and other government agency staff, property owners and tenants.

Degree and Area of Specialization:

Bachelor's degree in environmental health field or related field required.

Minimum Years and Type of Relevant Work Experience:

Preferred Characteristics:
1. Ability to communicate effectively, using plain language as appropriate, both verbally and in writing, with diverse audiences (such as local health staff, property owners, housing inspectors, contractors and the general public).
2. Ability to write detailed and clear, concise, and organized inspection notes, investigation case reports, and compliance letters, and to create outreach and informational materials, as well as grant reports.
3. Ability to read, interpret, and apply federal and state statutes and administrative codes, as well as local ordinances, regarding asbestos and lead.
4. Skill using word processing, presentation, spreadsheet, database and other computer software to enter and utilize data.
5. Skill in outreach and consultation techniques and ability to work with a variety of professional groups and individuals, including collaboration with local public departments and housing agencies, other state agencies, non-profit organizations and private businesses, as well as federal agencies such as the Centers for Medicare and Medicaid Services, the Department of Housing and Urban Development, and the Environmental Protection Agency.
6. Certification as a lead supervisor, asbestos supervisor, lead risk assessor and asbestos inspector or the ability to successfully complete training for certification as a lead supervisor, asbestos supervisor, asbestos inspector and lead risk assessor within the first 6 months.
7. Skill in navigating a variety of potentially stressful or emotional situations between multiple parties on projects.
8. Ability to understand and recommend corrective action on site, and work with the contractors to ensure compliance.
9. Possess a valid driver's license and ability and willingness to travel routinely across the state. Willingness and ability to travel overnight and/or out of state occasionally.
10. Ability to use appropriate respiratory and personal protection equipment.

Additional Information:

Additional preferred Characteristics:
Ability to lift at least 25 pounds in and out of a vehicle trunk, from the floor to counter height, and to carry from one place to another.
Ability to climb steps and ladders unassisted, walk around construction, abatement and renovation sites with limited or difficult access because of work in progress, and work on knees when taking dust or other types of environmental samples.
Bi-lingual skills in Spanish language would be beneficial for the position.
