Primary Purpose of Organizational Unit

Academic Affairs Resource Management (“AARM”) supports the Provost & Vice Chancellor for Academic Affairs in the oversight of divisional personnel and financial resources. This unit has three primary functions: (1) Academic Personnel Administration, (2) Divisional Resource Administration, and (3) a common support function that provides business administration support to divisional units that do not have a dedicated business officer. AARM provides both operational/transactional support and data/analysis that enables planning, informed decision-making, and business modeling. We believe the Academic Affairs Resource Management ( AARM ) team advances the Division of Academic Affairs through subject matter experts that integrate across the division to promote and ensure success by seeking solutions while advocating for accountability. The Division of Academic Affairs is comprised of 12 major units (including four academic colleges) and over 100 departmental units, which represents approximately 75% of a $300M university budget and about 60% of a nearly 1,900 permanent and time-limited employees.

Brief Summary of Work for this Position

The Business Officer provides business/budget oversight, analysis, planning, and operational support for the assigned Functional Areas (FA) in the Academic Affairs Division under the support of an advanced business officer. This position works closely with the Associate Provosts that oversee the assigned Functional Areas as well as the unit leaders and administrative staff within the FA. Other responsibilities include:
- Financial Management (including overseeing day-to-day transactions, reconciliations, and reporting) of state appropriations, contracts and grants, receipt generated resources, endowments and agency funds
- Financial reporting and data analysis to assist in decision making regarding initiatives, strategic and long-range planning, resource allocations and organizational structure
- Acting as the resident expert on all finance matters
- Personnel management, including completing HR paperwork, personnel budgets, personnel adjustments, and position control
- Financial modeling, including creation and maintenance of budgets and special funds
- Ensures business practice compliance with applicable UNCW, UNC system, North Carolina State, and federal guidelines, rules, laws, policies, and regulations
- Working with administrative and professional staff to develop and implement consistent application and interpretation of policies, procedures, and best practices

In addition to working with the assigned FA’s, this position is tasked with assisting the divisional resource administration team with various processes, analyses, and projects. Finally, the position supports the Director of AA Resource Administration to develop and maintain divisional data and resources.

Minimum Education and Experience Requirements

Bachelor’s degree in business administration, public administration, or related business area and two years of administrative management or business management experience or equivalent combination of training and experience

All degrees must be received from appropriately accredited institutions.

Preferred education, professional skills and experience

· Ability to engage with stakeholders and lead through influence without authority in order to achieve common goals
· Ability to provide budgeting and planning recommendations and modeling based on established goals and constraints
· Ability to anticipate the needs and requirements of senior leadership to proactivity prepare recommendations, information and solutions
· Ability to proactively solve problems and identify solutions for routine and non-routine challenges
· Ability to create innovative solutions for emerging business needs
· Ability to utilize advanced Microsoft Excel functionality in order to track, analyze and report financial data
· Ability to analyze complex financial data
· Ability to explain complex financial information to stakeholders whose core competency is not financial
· Knowledge and ability to utilize ERP skills
· Knowledge of Generally Accepted Accounting Principles ( GAAP ) and fund accounting
· Excellent verbal, written and interpersonal communication skills that allow for the establishment of solid working relationships
· Intermediate to advanced technical skills to use a variety of software and systems (Microsoft Word, PowerPoint, Excel, Teams, Zooms, SharePoint, Forms, Power Automate, DocuSign, etc.)
· Ability to translate polices, laws, and institutional practices into local business processes that support specific unit needs
- Ability to work in a fast paced, deadline driven work environment; self-starter committed to excellent performance; ability to adapt to an ever-changing work environment.
