Job Description: To provide program support in the testing activities for new or enhanced activities for the New Jersey FamilyCare Integrated Eligibility System (NJFC IES). Assists in troubleshooting systemic issues with programmers for state wide eligibility determining agencies. Assists to support the Independent Verification and Validation (IV&V) activities related to the NJFC IES. Assists in the analysis and evaluation of internal operations, business practices, methods, and techniques of the organization to determine optimal solutions and/or approaches to satisfy agency information technology (IT) business needs/initiatives. Assists in the evaluation of users’ needs and recommends IT solutions; does other related duties as required. Knowledge of Medicaid eligibility rules, managed care and systems is preferred.

Education: College degree from a 4 year accredited program.

Examples of Work:

  • Provide relevant input at weekly systems development meetings to help programmers develop and enhance the system for not only its functionality but also the public facing experience.
  • Studies agency work processes and methods.
  • Working knowledge of Medicaid eligibility rules and programs.
  • May confer with department/agency personnel to analyze current operational procedures, business rules, and practices; determines feasibility for automation, identifies problems or areas for improvement, and recommends or assists in the development of solutions.
  • Studies existing information processing systems to evaluate their efficiency and effectiveness; assists in determining specific system requirements; may perform system and application needs analysis.
  • Assists in analyzing information, processes, and/or statistical and operating reports to detect work backlogs and system problems.
  • Recommends enhancements or new systems, application software, or services to improve production or workflow and to meet current and projected business needs.
  • Participates in the gathering and development of business and user requirements, including participating in Joint Application Design (JAD) sessions.
  • Participates in the planning, development, implementation, and/or maintenance of new or enhanced systems.
  • Prepares various standard and ad hoc reports for business units and IT.
  • Participates in testing activities for new or enhanced systems, including the development of test data and scripts.
  • Assists in the development and promulgation of written policies, procedures, specifications, forms, checklists, flowcharts, support documentation, memoranda, etc.
  • Assists with and/or prepares training and instructional manuals/materials; may participate in system training sessions conducted by higher level analysts or other staff.
  • Participates in the investigation of program issues/bugs and collaborates with development teams to address issues reported; recommends solutions, and plans and initiates corrective measures.
  • Maintains and may establish accurate control records and follow-up procedures for all ongoing projects.
  • Assists in identifying risks relative to business procedures/processes and information technology systems/services, and assists in developing risk mitigation plans.
  • Assists in the preparation of various types of requests, such as procurements, RFPs, RFQs, etc.
  • May assist programmers in the resolution of work problems related to flow charts, project specifications, or programming.
  • Assists a system administrator; maintains system security rules and policies; assists in the tracking and evaluation of program performance, databases, or production systems; provides system support to users.
  • Prepares correspondence, documentation, memoranda, specifications, written policies, guidelines, etc.
  • Prepares clear, sound, accurate and informative statistical and narrative reports containing findings, analysis, conclusions, and recommendations.
  • Maintains essential records and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Other related duties for the Office of Information Systems as needed.

Knowledge and Abilities:

  • Must have the ability to learn, understand and apply Medicaid eligibility rules.
  • Ability to ensure compliance while testing the information system.
  • Ability to test and track issues requiring resolution within the eligibility system.

  • Knowledge of the basics of computer systems hardware.

  • Knowledge of the methods and techniques used in the review and analysis of administrative procedures, and existing information systems’ performance to determine the effectiveness of, or the need to, implement new or revised procedures and/or management information systems.
  • Knowledge of statistical theory, practices, and techniques, business intelligence and reporting tools, and their application to the analysis and evaluation of administrative procedures and processes.
  • Knowledge of the capabilities, programming, techniques, and intricacies of computerized systems, peripherals, and supportive operational equipment.
  • Knowledge of general purpose software.
  • Knowledge of the methods used in the analysis and correction of procedures.
  • Knowledge of the considerations involved in the planning, design, and logic of information processing systems.
  • Knowledge of the methods used in the development and writing of summaries of daily, weekly, or monthly activities.
  • Knowledge of systems development life cycle.
  • Knowledge of the maintenance of systems documentation including feasibility reports; specifications; design documentation; test scripts, data, and results; costs; maintenance; change control; upgrades; training; etc.
  • Ability to identify and analyze problems, use sound reasoning to arrive at conclusions, and distinguish between relevant and irrelevant information to make logical judgments.
  • Ability to identify, analyze and resolve administrative, organizational, operational and business problems.
  • Ability to plan, organize and effectively handle multiple tasks/priorities and demonstrate an effective and efficient use of time considering priorities, timelines, and timeliness issues. Ability to work with others to achieve goals and to develop and maintain successful, professional working relationships with team members and system users.
  • Ability to analyze, comprehend and interpret policies, laws, rules and regulations and to make decisions based on them.
  • Ability to conduct studies to determine the feasibility of employing information processing techniques or systems to improve operational procedures and to develop documentation that contains detailed analyses of functions and cost estimates.

  • Ability to establish and maintain liaison with the appropriate agencies and outside vendors as to the information processing requirements and needs of the agency.
  • Ability to participate in the training of operating personnel when new or revised systems are to be implemented.
  • Ability to assist in creating flowcharts that illustrate the layout and decision trees of agency processes and procedures.
  • Ability to learn, understand and readily adapt to the systems used by the agency.
