About the Position:

Human Resources, Diversity and Inclusion is committed to the mission of meeting the needs of a multi-cultural, diverse campus community. Our highly qualified team of professionals is focused on providing human resource services and supports the University's goal to recruit and retain a high-quality and diverse faculty and staff. We are seeking an exceptional individual to join our team as Talent Acquisition, Associate Director. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

The Associate Director for Talent Acquisition reports directly to the Associate Vice President for Human Resource Services (HRS) and is a key member of the HRS leadership team. The Associate Director directs, manages, and administers the Talent Acquisition/Recruitment Program for staff, management, and student employees. Responsible for overseeing and providing services and best practices related to recruitment, applicant screening and tracking, interview coordination, offer negotiation, hiring, onboarding, and orientations. Manages the day-to-day operations for the talent acquisition team. Develops and implements recruitment strategies and workforce planning. Serves as the human resources expert to provide guidance to administrator and hiring managers and manages full-cycle recruitment. Develops and fosters partnerships with campus management, divisional and departmental HR representatives, outside clients, and other agencies. Advises administrators to interpret, communicate, and implement CSU and governmental HR-related policies, procedures, laws, standards, guides, and regulations. Performs position/classification analyses for recruited positions. Interprets classifications standards, CSU and CSU Fullerton policies and procedures, collective bargaining agreements, and employment laws and regulations.

Maintains and oversees the recruitment management system. Enhances our employment brand and enriches applicant pools that include diversity outreach. Responsible for building a talent pipeline, which includes our temporary pool and social media platforms, i.e. Linkedln, respective associations/groups, etc. Manages the advertisement plans that provides creative recruitment processes. Manages the background check system to ensure compliance with the background check policy and safety of the university as it relates to employment. Performs strategic planning, organization, and goal-setting for the HR unit. Reviews, implements, and establishes recruitment and employment policies and procedures. Manages the position management program that creates position numbers, updates systems with reorganizations, funding changes and position updates. Provides analytics, workflow improvement, and reporting. Oversees campus initiatives for university assessment to examine onboarding and how it supports faculty, staff and students in advancing its strategic goals. Other duties as assigned.


Essential Qualifications:
A bachelor’s degree from an accredited four-year college or university in human resources management, business administration or related field or equivalent educational background, training, and experience. Possesses five to seven years of professional experience in human resources, which provided the knowledge, skills and abilities necessary to perform the duties of the position in an organization with over 4,000 employees. At least two years of supervisory experience. Demonstrated knowledge in full life cycle recruitment; human resources principles and practices; employment law; employee classification and compensation; recruitment methods and procedures; general understanding of benefit programs; ability to interpret and explain personnel rules, regulations and policies; and ability to provide administrative and professional leadership. Proven expertise in handling recruitment issues accurately, confidentially and professionally. In-depth knowledge of human resources trends and best practices. Ability to communicate effectively orally and in writing. Ability to establish and maintain good working relationships at all levels of the organization. Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, etc.). Demonstrated knowledge and understanding of applicant tracking systems, people management systems, i.e. Page Up, Oracle PeopleSoft and IBM Recruitment systems.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Experience at a California State University or at a higher education setting. Experience working in an environment with collective bargaining agreements and/or unions.
