Under the general supervision of the Exec. Director, Admin Services, the Budget Analyst performs complex, technical, analytical work required to develop and administer the university’s budget. Assists in providing consultative budget-related services to academic and staff personnel to assist them in understanding financial reports and data, in controlling their costs and budgets, and in fulfilling budgetary requirements. Provides administrative support in the preparation and allocation of the comprehensive annual budget for operating and capital improvement programs. Assists in developing, recommending, and implementing short- and long-term budget planning. Assists in developing policy and practice recommendations for campus administration of salary and benefit budgeting within the context of Banner Human Resources and Finance systems. Helps prepare monthly metrics reports, internal management reports, and external regulatory reports. Assists in preparation of financial data, progress, and performance metrics information for briefings and other presentations. Researches complex accounting issues and errors to find solutions. Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, or related field required.

Education may be substituted for experience or experience may be substituted for education based on the following: AA = 2 years experience; BA/BS = 4 years experience; MA/MS = 6 years experience; PhD = 8 years experience Computer Skills Word-Processing, Spreadsheet, Presentation, Other - Microsoft Access and Ellucian Banner experience preferred. Experience
1. Four (4) years progressively more responsible analytical experience, including experience in the preparation, justification, and analysis, or the control and administration of a budget or budgetary program.
2. Thorough knowledge of the principles and practices of budgeting and accounting, including the ability to utilize appropriate financial software.
3. Higher Education experience preferred.
4. Proficiency with Microsoft Excel, PowerPoint, and Word software applications required. Previous experience with Microsoft Access, and Ellucian Banner Budget and Finance modules preferred. Ability to organize and present clear and concise oral and written reports of findings and recommendations.
Ability to establish and maintain effective working relationships with associates and representatives of other governmental agencies
