Job Description:

MCLA invites applications for Director of Equal Opportunity and Title IX. This position will have primary responsibility for oversight of Title IX, Affirmative Action and Equal Opportunity compliance with all related state and federal laws, executive orders, and policies. The Director of Equal Opportunity and Title IX monitors the application of MCLA policy and Title IX in complaint procedures including notification, investigation, live hearings and disposition of complaints; ensuring a timely, fair and neutral process for all parties; coordination of training, education, and prevention efforts for the campus community; establishing a centralized process for reporting all sexual harassment/sexual offenses claims on campus; and monitoring all other aspects of Title IX compliance. The Director will provide campus-wide leadership to promote equal opportunity, diversity and affirmative action on campus.

Duties and Responsibilities include:
  • Coordinate efforts to comply with statutory and regulatory requirements in the areas of Title IX, Affirmative Action and Equal Opportunity.
  • Implement and manage the Equal Opportunity Plan, including the Policy Against Discrimination, Discriminatory Harassment and Retaliation and the Title IX Sexual Harassment Policy. Monitor and conduct internal audits of processes and systems and make recommendations/advise departments with compliance responsibilities.
  • Communicates information on laws, regulations and policies on affirmative action and equal opportunity to members of the MCLA community.
  • Ensure that community members know their options and resources concerning the reporting of discrimination and harassment complaints, including Title IX complaints.
  • Oversee receipt, investigation, live hearings and resolution of discrimination and harassment complaints, including Title IX complaints of sexual violence, sexual and gender-based harassment, domestic and dating violence, stalking and retaliation by employees, students, and others protected under state and federal laws and regulations and/or the Equal Opportunity Plan.
  • Serve as first line investigator of complaints of discrimination and harassment, including EO and Title IX complaints, against employees, in compliance with state and federal laws, executive orders, and MCLA policies and procedures.
  • Ensure the College is compliant with its obligations to provide information to students and employees regarding their Title IX rights and responsibilities and maintain the College's Title IX website.
  • Interact as necessary with the Associate Dean of Students, Human Resources and Public Safety, with respect to complaint referral, investigation and resolution. Ensure effective and efficient management and resolution of complaints.
  • Maintain investigatory files. Develop and maintain campus reporting system for complaints.
  • Meet regularly with Deputy Coordinators and other personnel in Title IX support roles.
  • Prepare all mandated reports, state surveys, etc., in conjunction with appropriate college personnel. Attend state Title IX meetings and trainings.
  • Oversee, provide and track campus wide education, training, and outreach programming related to Title IX, Prevention of Discrimination and Harassment.
  • Provide and recommend training to Responsible Employees, Deputy Title IX Coordinators, administrative investigators, and other campus employees with Title IX responsibilities.
  • Maintain the university's website information about Title IX, and the EO Plan.
  • Develop, implement, and evaluate plans and policies to employ minorities, females, persons with disabilities, veterans, and other protected classes through affirmative action and equal opportunity programs.
  • May act as MCLA representative communicating with government compliance or investigation officers on claims presented to state/federal agencies.
  • Coordinate with MCLA Public Safety, community service providers and local law enforcement to develop relationships and memorandums of understanding, and take any other measures necessary to ensure compliance with the Massachusetts Act Relative to Sexual Violence and Higher Education Campuses.

Requirements:
  • Bachelor's degree in human resources, higher education or relevant discipline required, Master's degree or Juris Doctorate preferred.
  • Three to five years of progressively responsible experience in equal opportunity/affirmative action, or Title IX compliance, or combination thereof.
  • Demonstrated experience in complaint investigation and resolution.
  • Recent experience interpreting federal and state laws and regulations pertaining to Title IX and/or EEO and affirmative action.
  • Excellent interpersonal and cross-cultural communication skills; advanced writing skills; ability to articulate clearly and concisely to small, large and diverse audiences.
  • Extensive experience providing training to all levels of employees on laws, policies and procedures.
  • Ability to handle confidential, sensitive situations with diplomacy and excellent judgment.
  • Ability to act calmly and objectively in the face of sensitive situations.
  • Strong organization, planning, analytical and problem resolution abilities.
  • Higher Education experience preferred.

Additional Information:

This is a full-time, benefits-eligible, position. The salary range for this position is $80,000-$90,000 per year.
