Sr. Director Finance

The Office of Financial Operations seeks aSenior Director of Finance whose primary responsibilities include oversight of the financial operations, human resources, and research administration functions of the Bloomberg School of Public Health (BSPH). This position is responsible for monitoring, reporting and recommending fiscal and operational management for the three functional areas and for creating and interpreting complex financial activity, developing operational policies and procedures, and preparing financial reports for internal and external stakeholders. In addition, this position oversees all internal and external audits for BSPH. Additional duties include committee work and University-wide policy and procedure development.

Specific Duties & Responsibilities:

Financial Operations Management & Financial Reporting:

  • Plan and lead all phases of the school’s financial, capital, and operational budget as aligned with University’s goals ($600 million annually)
  • Analyze financial data to ensure efficient use of resources
  • Perform comprehensive analysis and projections relating to industry trends
  • Work with senior leadership in BSPH, JHU Controller, Office of Strategic Planning and Budgeting, and Treasury
  • Develop and oversee all Trustee reporting for 5-year Budget Plan ($3 billion over 5 years)
  • Support the Dean and Executive Vice Dean for Finance and Administration in strategic financial planning
  • Prepare 5-year budget plan for the University to include: supporting schedules, compensation, leases, debt, reserves, F&A projections, and capital plan
  • Calculate and provide recommended financial assumptions to School’s senior leadership for personnel, non-personnel increases and department budget amounts
  • Develop detailed Capital Plan ($200 million over 5 years) to include funding sources, proforma financial statements, and recommendations on debt funding opportunities
  • Serve as a workgroup member to develop best practices across the divisions on budgeting processes and allocations
  • Prepare monthly operational statements and quarterly GAAP financial reports to include analyses, forecasts, risk assessments and changing strategies
  • Maintain proper accounting procedures
  • Review quarterly financial activity to include (but not limited to) restricted gift spending, separately invested endowments and endowment report, compensation, headcount, research, tuition, debt, plant expenditures
  • Forecast and preserve BSPH's working capital (cash balances)
  • Develop policies and procedures on use of working capital
  • On a regular and continuous basis, exercise administrative judgment and assume responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the functional area
  • Provide leadership & oversight of the day-to-day operations of approximately 15 Financial Operations & Student Accounts staff
  • Provide ad hoc coverage for Executive Vice Dean for Finance and Administration


International Business Operations:

  • Oversee BSPH’s international operational activity related to banking, employment and taxes
  • Work closely with department administrators, the Controller’s office, Treasury and Office of International Business on legal, tax, banking, employment, statutory filings, and audits

Audits:

  • Represent BSPH as the Principal Business Officer (PBO) for all BSPH audits
  • The PBO is accountable to monitor and track progress on resolving recommendation and audit issues based upon the agreed upon audit action plan
  • The PBO provides periodic status updates on the action plans to BSPH leadership, JHU Senior Management, the Senior VP of Finance and Administration and the Office of Hopkins Internal Audits (OHIA)
  • Work directly with departments and OHIA with any unscheduled audit requirements and issues

Research Administration:

  • Serve as the primary liaison between BSPH and the Johns Hopkins University Research Administration (JHURA) office on financial management matters.
  • Act as sponsored liaison between Departments, JHURA, Financial Operations, Legal, Provost Office, Controller’s Office and External Sponsors, as needed
  • Represent division in meetings with JHTV, JHHS, legal and JHURA on corporate sponsored engagements
  • Provide cross-departmental pre- and post-award support to administrative staff and faculty in the execution of contracts and grants management
  • Ensure University-level research administration policies are implemented within BSPH
  • Oversee divisional compliance with sponsor and university policies

Oversight:

  • Financial oversight of $600 million in annual divisional expenditures
  • Financial oversight of $3 billion in annual 5-year Budget Plan
  • Financial oversight of $200 million in annual 5-year Capital Plan

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree in Finance, Accounting or Business
  • Master’s Degree in Finance, Accounting or Business preferred
  • Ten years progressive experience in Finance, Accounting and Business

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
