Bachelor’s Degree in a related field. Five years of related experience. Experience in higher education preferred. A combination of education, experience, and training that would produce the required knowledge and abilities could be considered. Nature & Purpose of Position
Performs complex and highly advanced managerial work providing direction and guidance in strategic planning of academic budgets for the academic colleges. Responsible for activities associated with budget planning, development and maintenance of the University’s operating budget. Works closely with the Executive Director of Academic Budgets, college administrators and staff to assist the Dean/VP with financial planning, resource allocation and business operations. Primary Responsibilities
Provides leadership to college/division staff related to business functions. Works with complex data sets and analytics tools in support of the college/division strategic plan, multi-year financial plan, and key performance metrics. Assists in the development and submission of the University’s annual operating budget as required by The Texas State University System, Board of Regents’ Rules, and applicable state law. Assists in the coordination and implementation of new technology and/or technology enhancements to improve business processes. Analyzes budget changes to assure budgets reconcile to approved increase/decrease and result in a balanced budget. Analyzes financial data and develops moderately complex reports for forecasting and analysis. Prepares regular and non-scheduled reports. Advises college leadership about budget matters. Ensures compliance with all relevant state, federal, local, University and other related rules and regulations. Assists in the development of policies and operational procedures for the overall department. Serves on committees as requested. Performs other related duties as assigned. Other Specifications
Strong communication and presentation skills, including the ability to explain complex financial information to diverse employees at different levels with varying degrees of financial knowledge. Knowledge of strategic planning and budget. Develop collaborative relationships with Academic Budget staff and college/division staff. Excellent organizational skills in identifying and prioritizing work activities. Must exhibit a high level of professionalism, executive ability, and a keen understanding of protocol. Ability to exercise discretion, excellent reasoning, and independent judgment. Strong interpersonal skills. Should have strong fiscal resource management skills. Skilled in directing multiple tasks, setting priorities, and organizing operations. Strong communication skills, both orally and written. Requires critical judgment for the department, in which very serious consequences on decision-making can occur. Interprets and applies complex directives, policies, regulations, statues, and procedures, and/or written guidelines for a department or major work group.
