This position is supervised by the Director of the Wisconsin Office
of Rural Health (WI-ORH), and acts as the Financial Coordinator for
the entire departmental unit. To do so requires accounting,
book-keeping and auditing duties of advanced complexity, and a
thorough understanding of all programmatic budgets, grant-funded or
contracted deliverables, and deadlines. This position works with
federal and state grants, fee-for-service contracts, and a myriad
of UW and SMPH entities with their own rules and policies.
The candidate must exercise initiative, proper judgment, and
independent decision-making to find knowledge from external sources
(the School, Campus, State and Federal Agencies, the web) and learn
a myriad of policies, from the WI-ORH and SMPH to those externally
mandated by the UW campus and system, other state agencies, the
Internal Revenue Service and other external entities.

Minimum Years and Type of Relevant Work Experience:
2 years in a financial role and/or office management role or
License or Certificate:

1. Proficient use of Microsoft Office Suite (Word and Excel,
PowerPoint, Teams, and/or Access ideal).
2. Moderate to advanced bookkeeping skills and experience.
3. Proficiency in using online tools, forms, web services, video
meetings (e.g. Zoom), etc.
1. Knowledge of UW/SMPH accounting structures, regulations and
guidelines, including travel policies.
2. Knowledge of UW/SMPH financial tools and systems (e.g. WISER,
WISPER, SHOP UW+, Cost-Transfer Tool, and HRS)
3. Ability to use online systems and tools to collect financial and
operational data, collaborate with colleagues, schedule and arrange
meetings and events, survey groups and conduct business
4. Knowledge of standard federal and state grant funding practices,
and basic business best-practices.
5. Ability to apply and interpret rules and regulations for federal
and state programs that can change over time
6. Ability to investigate and analyze vendor inquiries including
identifying discrepancies and negotiating settlements
7. Excellent organizational, interpersonal, and knowledge
8. Initiative, proper judgment, and independent
9. Excellent communication and customer service skills
10. Ability to work directly with high level professionals in rural
hospitals and other rural and urban health and human services
11. Ability to use effective team skills to contribute to a

13. Ability to demonstrate good customer service by establishing
and maintaining effective professional relationships with SMPH
support personnel, department managers, supervisor, coworkers,
external partners, and rural constituents
14. Ability to Provide constructive feedback for the purpose of
continuous improvement in a manner that is supportive of the WI-ORH
and its mission.
