Working Title: Head Start Program Management and Fiscal Operations Assistant (PMFO) Official Title: Financial Specialist Senior Employment Class: University Staff FTE: 1.0 Compensation: $18.76 - $29.87 FLSA Status: Non-Exempt Terms of Employment: The position provides support and assistance to the Head Start Director in program management and fiscal operations. Responsible for complex financial transactions, maintains financial records, procurement, budgeting. Support program communication and grant development. This position requires establishing and maintaining effective professional relationships with co-workers, supervisors, employees and all customers; must maintain confidentiality of sensitive information with tact and discretion; will use effective team skills to contribute to the overall efficient operation of the Head Start program. 60% Primarily reviews, approves, and advises on a variety of complex financial transactions. At least monthly, review WISER accounts to ensure accuracy of funding codes.. Work closely with Grants Fiscal Specialist on campus to reconcile any errors, reallocate expenses to appropriate funding strings, complete direct retro, or journal entry documents. Work to resolve any ongoing irregularities, troubleshoot financial errors, recommend controls, and process improvements. Work closely with the Director to update and monitor internal financial worksheets to support budgeting, manage and control unit expenditures in accordance with budgeted amounts and ensure full expenditure of funds annually. Create monthly reports for Policy Council and Head Start Board of Advisors reflecting current budget and expenditures. Monthly, run and review payroll reports for accuracy. As requested, run various payroll related reports through OBIEE and may analyze those reports Submit PTFs Create and maintain tracking system for specific grant expenses for auditing purposes. Works closely with Director to develop budget and justification for grant submissions. Consultation with program staff on general procurement and budgeting rules and requirements Support Head Start Business Unit Coordinator for procurement responsibilities. As requested, work with University procurement to prepare and submit sole source/grant waiver, simplified bid, and sealed bid.

20% Provides administrative support for program operations Supports the program's record keeping of fiscal, human resource, and other documents. Maintain records for the retention period required by UW System Policy and Head Start Performance Standards and properly purge records on a monthly and annual basis. Maintain a folder of all Head Start leases, keep current, and anticipate upcoming renewals/new leases needed. Completion of monthly monitoring of health, safety, child, and staff file components, as assigned. Manages registries and portals for Head Start human resources as assigned. Bi-annually, create and submit invoices to send to Head Start partners

10% Communication and grant development Supports grant development and new opportunities in community Supports development of Annual Report, Community Assessment, and drafts program communication materials Assist in special and general department projects as assigned. Updates internet-based communication and marketing (ie website, Facebook, others to be developed)

10% Other duties as assigned by the supervisor or Director, Assistant Directors, and Head Start Business Unit Coordinator.

Qualifications Required: Minimum 2 years of relevant experiences that will have prepared the applicant for the responsibilities for this position.
Demonstrated accounting/fiscal management experience.
Detail oriented with strong analytical skills and good judgement.
Excellent oral and written communication skills, professionalism and demonstrated ability to communicate with personnel from diverse backgrounds.
Commitment to the highest standards of customer service and absolute discretion regarding confidential information.
Ability to prioritize workload to meet the needs of multiple areas of responsibility
Experience in Microsoft Excel
Ability to successfully complete Wisconsin criminal background check.
Demonstrated commitment to equity, diversity, and inclusion. Preferred: Bachelor’s degree
Budget and/or financial experience in higher education
Experience with WISER, OBIEE, BP Logix, DocuSign, and PeopleSoft
