Primary Purpose of Organizational Unit
The Office of Sponsored Programs and Research Compliance ( SPARC ) is the administrative service unit at UNCW accountable for oversight of externally sponsored programs and is responsible for ensuring the university remains in compliance with federal, state, and university fiscal and regulatory requirements pertaining to research. SPARC provides complete cradle-to-grave sponsored program administration and support and seeks to assist faculty members in a variety of ways – funding source identification; proposal development assistance; budget development; proposal processing and review; award review, negotiation, and acceptance; monitoring/overseeing the responsible management of sponsored projects as well as teaming agreements and other agreements to facilitate sponsored research. SPARC also administers internal grant programs and the return of F&A to appropriate units.
The SPARC team manages a diverse portfolio of federal, foundation, international, and industry sponsors and partners with schools, departments, and centers across the university to serve all faculty and staff needs for externally funded project and programs. SPARC partners with the research community and provides oversight, administrative structure, and consultation to enhance researchers’ ability to obtain and mange sponsored programs. The SPARC team strives to be leaders in sponsored program administration and to provide the highest level of professionalism and expertise to support and promote a world-class research environment.

The Sponsored Programs and Research Compliance ( SPARC ) office is committed to providing efficient and effective service to the faculty and staff throughout the university in support of their sponsored research and scholarship activities. Charged with oversight of externally sponsored programs, SPARC provides complete cradle-to-grave sponsored program administration and support to ensure faculty have the resources and encouragement necessary to successfully and legally conduct their programs including: a) support in identifying funding sources, b) assisting faculty with proposal development, c) monitoring/overseeing the responsible management of sponsored projects and d) ensuring university compliance with contract/grant fiscal and regulatory requirements, e) protecting the university from unrecovered revenue, disallowed costs, and non-compliance with state and federal policies pertaining to sponsored programs. SPARC also administers internal grant programs and the return of F&A to departments. SPARC remains centralized for compliance and reporting purposes but is often decentralized in service delivery to the university research enterprise.

Brief Summary of Work for this Position
The primary role of the Grant Specialist is to provide research administration support to Sponsored Programs & Research Compliance ( SPARC ) post-award Grant Officers and SPARC leadership. This is a developmental position that includes mentoring and training under the direction of grant officers and SPARC leadership. The Grant Specialist will be tasked with working closely with SPARC grant officer, faculty and staff from assigned departments, with various administrative departments involved in submitting proposals and administering funds with external institutions (sponsors, subrecipients, pass through entities, etc.). This position will also be tasked with independent projects with multi-step processes that have significant scope and consequence to university customers and vendors and may be asked to support the pre-award team and other research committees and workgroups during peak seasons and as needed.
Duties may include, but are not limited to:
1) Preparing financial and other non-scientific reports to sponsors on sponsored projects;
2) monitoring for compliance with sponsor and university requirements;
3) assuring reimbursement of project expenditures;
4) providing direction, resources & support for both proposal development and post award day-to-day University systems (HR, PAC’s card, Travel, Effort etc.) including contract and grant management, fiscal planning, effort reporting, and ad hoc reporting;
5) providing training and support to faculty and departmental administrators on pre-and post-award electronic systems;
6) coordinating award documentation and approval processes with pre-and post-award team and other university service departments;
7) answering questions and providing information to sponsors and UNCW personnel in a prompt, accurate and cordial fashion;
8) support and coordination of internal and limited competitions;
9) maintain salary reconciliation for entire grant portfolio (approximately 250 grants)
10) research administration for internal SPARC awards; and
11) providing backup for other members of the SPARC team as needed.
Minimum Education and Experience Requirements
Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Preferred education, professional skills and experience
Possess knowledge and familiarity with Uniform Guidance, and related supplemental audit guides, Federal Cost Accounting Standards and appropriate sections of the Code of Federal Regulations
Experience with accounting software and/or ERP system such as Banner
Familiarity with university setting
Experience with grant management software ( NIH Commons, FastLane, etc.)
Provide significant attention to detail and accuracy with comprehensive program knowledge, problem resolution and interpretation of guidelines
Significant knowledge of office procedures and processes, as well as financial including budget skills along with technical skills will be required in the production of reports through the use of standard office software
Demonstrated proficiency with Microsoft Office or comparable programs
Complex problem-solving skills and effective communication with sponsor, faculty, and
administrative staff is required
Proficient in Microsoft Office application
Demonstrated adaptability and flexibility in an environment of procedure change
Demonstrated ability participate as am member of a collaborative team
Strong oral and written communicating skills
