About the Position:

We are seeking an exceptional individual to join our team as the Academic Resource Manager. We are hiring in multiple colleges including the College of Health and Human Development, the College of Communications, and the College of Engineering and Computer Science. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Under the general direction of the Dean, the Academic Resource Manager (ARM) is the chief resource manager and a member of the college's leadership team. The ARM serves as a strategic partner to the dean, ensuring optimal alignment and utilization of fiscal and human resources within the college- including the college's auxiliary and philanthropic accounts - providing analysis of fiscal spending patterns, and forecasting and evaluating cost effectiveness. This position has a dotted line relationship to the division's Provost's Office. The ARM works collaboratively with Provost's Office leadership and all college resource managers to collectively aim for operational efficiency across the division of Academic Affairs. The ARM position serves as the college's principal fiscal officer and is responsible for leading all budgetary administration of the college. In collaboration with the dean, develops multi-year and annual plans utilizing all college fund sources and ensures optimal alignment of resources with each department, unit, and program within the college. The ARM works closely with department chairs in the development of instructional budgets and assists with balancing workload allocations with workload demands. The ARM is responsible for developing complex analyses and financial reports, formulating scenarios, monitoring expenditures and account balances, and ensuring that expenses do not exceed budget/revenue. The ARM ensures college fiscal operations are in compliance with Chancellor's Office and campus policies and procedures, and keeps college leadership apprised of new guidelines and changes in campus and system practices. Serves as the college's representative for all fiscal matters including accounting, procurement, payroll, student business services, and auxiliary and philanthropic accounts.

The ARM oversees human resource planning and processes for the college and, in collaboration with college leadership, develops strategic organizational plans that create an optimal structure to support the college with achieving its goals and objectives. Promotes a culture of inclusive excellence and is committed to identifying and eradicating inequities in recruitment, hiring, retention and separation practices. Depending on the needs of the college, manages staffing appointments, including reassignments, reclassifications, annual and compensation reviews, and other position changes. Supervises staff and is committed to staff growth and development and continuous improvement; creates professional development plans to ensure appropriate skills are maintained. In consultation with college leadership, oversees processes associated with tenure track searches and lecturer contracts, and maintains tracking of lecturer unit entitlements. Exercises knowledge of relevant collective bargaining contracts.

The ARM has broadly delegated authority for fiscal and HR administrative functions and is expected to exercise significant judgment in the development, communication, and implementation of policies and procedures. The ARM position works closely with all levels of management, staff, faculty, and student workers, and is expected to promote a healthy team culture where all members work collectively to achieve the goals and objectives at the college, division, and University level. Other duties as assigned.


Essential Qualifications:
A minimum of 5 years of management-level experience in financial and budgeting analysis and reporting. Responsibility for an entire academic unit to include analysis and projection of expenditures and revenues, contracts and grants, and foundation/auxiliary organization funds. A minimum of 5 years of supervisory experience that provided the incumbent with working knowledge of and experience in conducting performance evaluations, coordination of recruitment and selection processes, and handling employee grievances and/or disciplines. Bachelor’s degree in accounting, Finance, Business Administration or Public Administration.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.


Preferred Qualifications:
Financial and budgetary experience with the California State University system. Knowledge of CSU collective bargaining agreements. Proficient using computers and software applications as related to fiscal management needs. Ability to extract data, analyze and interpret financial data, verify, and present information utilizing PeopleSoft is preferred. Extensive working knowledge of MS Office applications with an emphasis on Excel software for creating and maintaining financial databases. Experience in higher education fiscal affairs, budget preparation and projection, reconciliation, and experience managing instructional budgets of an academic unit. Excellent written, oral, and presentation communications skills. Evidence of ability to be impartial, even-handed and fair, with the ability to balance appropriate transparency with necessary discretion. Master’s degree from an accredited college or university in accounting, Finance, Business Admin or Public Administration
