    Facilities Planning & Management is here to provide, maintain, and enhance the campus community in support of the University's mission. Facilities Planning & Management consists of two divisions whose combined scope encompasses all aspects of Facilities at California State University, San Bernardino: Facilities Management and Facilities Planning, Design & Construction.


    Job Summary
  • Under the general direction of the University Facilities Planning, Design & Construction Associate Director, the incumbent will perform project management and project administration duties for various planning, design and construction projects on campus. The Project Manager directs, manages, and oversees Major Capital projects from inception through the Project's closeout. Manages the predesign, design, and construction of projects from the initial concept development through turnover and occupancy. Analyzes and interprets projects' physical requirements based on the needs of the project. Responsible for seeing that all State, Public Works laws, CSU standards, code requirements, campus standards, and other factors are incorporated into solutions.
  • The incumbent will function as the university representative to ensure that the architect's/engineer's plans and documents are consistent with the university's project program, goals, and objectives. The incumbent will coordinate the planning, design, and construction activities with the project architect, user groups, campus departments, and contractors. The incumbent manages project schedules, prepares progress reports, prepares all project-related agreements, analyzes and manages established project budgets, and safeguards the interest of the University. The incumbent will perform other duties as assigned.


Employment Status: Full-time, At-Will, 'Exempt' position, included in the Management Personnel Plan (MPP).

Work Schedule

Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.



Key Qualifications
  • Applicants must have working knowledge in facilities planning, building design, construction administration, and related activities.
  • Applicants must be knowledgeable in the use of computers for creating written documents and correspondence and preparation/maintenance of excel spreadsheets.
  • The ability to coordinate multiple tasks simultaneously in a fast-paced environment and prioritized workload is required.
  • The incumbent must be familiar with all aspects of construction relating to architectural, civil, mechanical, electrical, and all other components of construction projects.
  • Must have the ability to work in an academic setting with a diverse community.
  • Applicants must have a working knowledge of Public Works laws, design and construction ordinances, and other regulations applicable to building, construction, maintenance, and repair including building codes for the State of California, fire codes, ADA regulations, industry standards, and regulations.
  • Excellent administrative, communication, organizational, interpersonal, multi-tasking, detailed documentation, record keeping, and information management skills are mandatory.
  • Collaboration and teamwork approach, problem-solving and a sense of urgency, attention to detail, effective time management, and follow-through to the resolution of open items are mandatory.
  • Ability to represent the department professionally to determine campus customer needs and design requirements.
  • Ability to communicate effectively and work within an ethnically diverse campus environment.
  • Proven ability to manage several large numbers of projects in various stages of completion simultaneously.



Education and Experience

Education: Bachelor's degree from an accredited institution in design-related fields, such as architecture, urban planning, construction management, building planning, and/or Master's Degree in Public Administration/Business supporting design-related bachelor's degree.

Must possess seven (7) years of progressively responsible administrative, technical, or professional analytical experience in a capital design/build environment that demonstrates the application and development knowledge and abilities listed above.

Experience: The development of building program scope, preferably associated with design and planning of public works projects, including preparation of bid documents and specifications, low bid contract administration, and fiscal management, in a large institutional setting, higher education strongly preferred. Experience with managing multiple complex minor and major capital projects.

Preferred Qualifications
  • Knowledge of CPM scheduling, AutoCAD, and web-based project management applications is desirable.
  • Working knowledge of personal productivity tools Microsoft Office and Microsoft Project Scheduling is mandatory.
  • Working knowledge of AutoCAD, Bluebeam, and other design-related software is strongly preferred.
  • Experience with Design/Bid/Build, Design/Build, and/or CM@Risk construction delivery methods is highly desired.
  • Experience as a Capital Project Manager working for a University is highly desirable, such as the California State University, University of California, or other four-year public or private University, Community College.



Salary:

Anticipated Hiring Range: $8,034 per month

Classification Salary Range: $4,583 - $13,750 per month
