Job Summary
Rio Salado College is part of the Maricopa Community Colleges and is considered one of the premier colleges in the country known for innovation in education and a highly collaborative working environment. Rio Salado has been transforming the learning experience for students and setting the standard for innovation in higher education since 1978. Known as America's Online Community College, Rio Salado has a national reputation for online excellence and is one of the largest online public community colleges in the nation, serving nearly 50,000 students annually with nearly 28,000 online in all 50 states and internationally. The College is dedicated to providing affordable and flexible educational opportunities to meet the needs of today's students offering non-traditional and in-person programs that include college bridge pathways, incarcerated re-entry, community-based learning, corporate and government partnerships, early college initiatives and university transfer. The Vice President of Strategy & Advancement is the Chief Strategy Officer of the College and reports to the President. The Vice President works in a progressive, forward-thinking, student-centric, and highly collaborative environment. The Vice President is responsible for assisting the President's Office with developing, communicating, executing, and sustaining strategic initiatives and providing oversight for institutional effectiveness, national expansion, development, marketing, quality assurance and strategic planning. The Vice President supports operations by building strong relationships across the organization, actively participates in the President's Advisory Council, and provides leadership for implementation of cross-divisional initiatives at the executive level. As chief strategist for the College, the Vice President provides innovative and entrepreneurial direction for marketing, the national division, research, and strategic planning. The position leads 4 direct reports and a unit of 39 employees.

This Vice President needs to seek and develop unique partnerships as well as traditional strategic partnerships while strengthening and expanding existing partnerships.


The college seeks a leader who listens, communicates clearly and often, articulates and casts an inspired national vision with the ability to implement, empowers and mentors staff, and who collaborates across functional areas within the college while being an effective ambassador and advocate at the system level.


This position must establish well thought-out processes for the strategic management of data and information in order to plan and coordinate work and reimagine how data, relationships and priorities are managed and implemented, in order to exceed accreditation standards and national benchmarks. This position is also accountable for planning and developing a marketing strategy to promote Rio Salado College, enhance its visibility, and ultimately reach new students.

Essential Functions
Strategic planning and operational execution: Leads strategic and operational planning. Provides support, coaching, and feedback to college teams in the completion of their strategic goals; aligns initiatives with the established strategic framework for the college and collaborates with district personnel to ensure alignment between district initiatives, district key performance indicators, and college strategic plans; organizes and prioritizes critical issues and required information for the executive team to facilitate efficient decision making; will work closely with the President's Office on all institutional strategic priorities; propose the creation of new systems and processes to streamline operations.

Oversees the recruitment, supervision, and evaluation of staff within the Division of Strategy and Advancement in a manner that promotes excellence, creativity, and service to the college community. Collaborates with other divisions to design, lead, and support initiatives leveraging community partnerships and business relationships to maximize learning opportunities for all learners; maintains a strong commitment to operational assessment practices, uses data to inform decision making, budgetary planning, and operational planning.

Strategic partnerships: Coordinates with the President's Office to support the President's Advisory Council. Manages communications, in coordination with the Office of Public Relations, with internal and external stakeholders and interested parties, to increase and maintain visibility of the college's projects and programming; builds and maintains relationships with the Maricopa System Office, community partners, university, and business and industry leaders.

Project and change leadership: Directs and manages projects and initiatives assigned by the President and Executive Leadership team from idea through implementation; defines project or initiative scope, goals and deliverables and manages project plans and associated communications documents.

Reporting: Oversee the College's external reporting, internal reporting, and analysis in support of institutional assessment, planning, and decision-making; support institutional, student learning, and administrative assessment activities in collaboration with the Vice President of Academic Affairs, faculty coordinators, department chairs, and administrative coordinators; advise the President and college community on data needs for institutional planning and assessment purposes; performs other related duties as assigned.

Minimum Qualifications
Minimum Qualifications for Student Affairs or non-academic pathway: Master's Degree from a regionally accredited institution in education or field related to area of assignment and four years of progressively responsible management and/or leadership experience in field of assignment that includes two years of supervisory experience. Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. Equivalency allowed for Non-Academic area.


Minimum Qualifications for Academic pathway: Master's Degree in a teaching field related to area(s) of assignment and four years of experience in an academic leadership and/or supervisory role in higher education and three years of teaching that includes curriculum/coursework development. Examples of academic leadership/supervisory experience includes: division/department chair, project management, policy development, administration, evaluation and compliance, committee leadership, program director, and shared governance. No equivalency.

I. Record of success in staff supervision and evaluation; promoting succession planning with guidance and mentorship

K. Track record of effective and successful project management skills and change management leadership effecting transformation and adaptation

L. Sound budgetary and strategic planning experience that informs the development and management of institutional advancement, along with outcomes measurement and performance management

M. Knowledge of the impact of emerging technologies on the teaching and learning environment; keeping abreast of trends and cutting-edge technologies
N. Demonstrated success in building strategic partnerships
