We are seeking a Budget Analyst who will support the finance team in Center for Imaging Science at Johns Hopkins University Whiting School of Engineering. This role will coordinate and oversee budgeting activities related to sponsored and departmental budgets, revenues (including revenue cycle management) and discretionary accounts. They will assist in financial analysis regarding project changes in revenues and expenditures and oversee revenue and expense budgets, including research grants and contracts in post award period. They also ensure compliance with University and/or agency regulations and restrictions.

Specific Duties & Responsibilities:

    Responsible for identifying over-expenditures and other areas of concern. Advise and assist with resolving budget variances by recommending appropriate course of action. Responsible for performing monthly reconciliation of sponsored accounts. They will develop and generate SAP/BW Analysis financial reports and files, and verify budget and expenditures to ensure compliance with university and/or agency regulations and restrictions. The Analyst will also assist financial analysts with monitoring project end dates to ensure compliance of expenditures during project period. Interprets policy and procedure for department based on understanding of university policy. Ensure compliance in all other areas related to grant and contract management including but not limited to sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, etc. Develop payment schedules to monitor payments to vendors and from external / internal clients. Responsible for accurate and timely internal and external billing and receipt of payments. Manage related financial processes to ensure accuracy, completion and maintenance of supporting documentation. Proactively advise appropriate administrative staff on status and availability of funds. Keep abreast of University accounting system and policy to ensure up-to-date compliance. Approve on-line payment requests for invoice payments, travel and other reimbursements, and shopping carts for purchase orders for general supplies. Approve expenses on a monthly basis for departmental procurement card and review all procurement card charges to ensure all charges have been reviewed and approved before monthly deadline. Generate complex shopping carts for purchase order requests related to subcontract agreements and some equipment purchases. Assist with maintaining DGA, database and yearly invoicing for student fees. Serves as a back-up to processing payroll and hire entries (ISRs) in SAP and also hourly payroll in CATS. Assist with budget development (non-sponsored and sponsored funds, revenue and expenditures) using appropriate cost rates for indirect and benefit costs. Anticipate cost projections and ensuring consistency with budget dollars. Review and analyze proposed budget plans to confirm thorough and appropriate content and consistency with fiscal requirements. Provides detailed analysis of fiscal performance and related financial assumptions. Recommends alternatives as needed. Prepare draft budgets for review and approval. Use various software applications including Excel and PowerPoint to compile, analyze and present financial data. Other financial duties as assigned.

Minimum Qualifcations (Mandatory):

  • Bachelor’s degree in finance, accounting, or other related field.
  • One year of related progressively responsible experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications:

  • Knowledge of the SAP accounting system practice and implementation within the Hopkins environment desirable.

Special Knowledge, Skills & Abilities:

  • Must be proficient in Excel.
  • Should be familiar with other Microsoft Office products.
  • Must be extremely detail oriented.
  • Candidate must have strong organizational skills and the ability to work independently under general supervision.
  • Must possess the ability to effectively interact with all levels of University employees, as well as, outside contacts.
  • Should be familiar with accounting and budgeting theory and practices.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
