PURPOSE:

Under the general supervision of the Associate Vice President for University Personnel (AVP), the EEO, Compliance & Administrative Analyst serves as the primary point of contact and has lead responsibility for the campus' AAP, IPEDS and Veterans' reports and provides the utilization analysis for EEO recruiting goals. In addition, the incumbent is the campus point of contact for the CSU online training delivery system and administers access and assigns courses for the campus employees. In these capacities, the incumbent will prepare and distribute compliance training reports, make in-depth analytical studies and in instances where appropriate, make recommendations for changes in policy or procedures. Additional duties will include developing communications, questionnaires or other complex documents as assigned. As the AVP's administrative analyst, the incumbent is also responsible for organizing and performing a variety of administrative and technical duties that support the AVP, the department and campus priorities, goals and initiatives. The incumbent will also provide support in the grievance processing and compliance reporting and training and will serve as a lead to the office coordinator.

Note: Due to the nature of operations and work flow in the Office of University Personnel, incumbent will be responsible for preparing complex reports and handling problems of a highly confidential and sensitive nature. May also develop or present manager positions with respect to meeting and conferring.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  • Serves as CSUMB point of contact for CSU System-wide online training delivery system

  • (SumTotal); administers access and assigns courses as needed by campus compliance SMEs; track completion and compliance with required trainings in partnership with other campus departments including Title IX, IT and Administrative Systems Management (ASM).
  • Provides confidential administrative support to the AVP on highly sensitive matters and completes assigned projects, including employee awards, bargaining unit matters, and campus initiatives. Prepares a variety of communication materials, including charts, brochures, newsletter and PowerPoint presentations. Develops and analyzes ad hoc management reports. Represents UP on CSUMB committees, work groups, and task forces as assigned. Maintains University Personnel website and serves as Lead to UP Office Coordinator. Provides recommendation(s) to AVP to streamline processes.
  • Organize and analyze candidate pool data of open recruitments to determine appropriate utilization of available workforce in support of areas identified as underutilized in AAP and make recommendations to AVP for University Personnel. Maintain records of utilization; assist AVP in responding to internal and external audits, investigations or inquiries related to recruiting and workforce utilization.
  • Responsible for all tasks associated with producing supporting documents, data and statistical analysis required in preparation for third party consultant to create our annual AAP, including annual IPEDS census and VETS 4212 reports. Serves as campus point of contact for AAP, IPEDS and VETS. Under the guidance of the AVP, ensures consistency with CSU/CSUMB policies, and federal and state laws and regulations pertaining to non-discrimination and affirmative action.

  • Other Functions:
    1. Performs other job-related duties and special projects as assigned.
    2. Serves as back up Building Safety Coordinator

    KNOWLEDGE SKILLS AND ABILITIES:

    Ability to work independently; apply sound judgment in solving a wide range of complex problems; develop practical and thorough solutions; make decisions both of commonplace and unusual work situations; maintain confidentiality of sensitive matters; develop nonstandard applications and systems; coordinate work and projects, evaluate and set work priorities, schedule, assign, and review work against standards; determine training needs and train staff; make constructive recommendations for modifications or improvements of methods, procedures, techniques, technology or programs; independently interpret and apply policies, rules, regulations, and procedures required of and germane to the University; be open and approachable; effectively and positively represent the University to external and internal customers; establish and maintain cooperative working relationships within a diverse multi-cultural environment. Advanced ability to quickly learn, interpret, and apply sound judgment in the interpretation and application of complex organizational policies, procedures, and collective bargaining agreements.

    Mastery of other office skills. Ability to utilize software applications including PeopleSoft.

    MINIMUM QUALIFICATIONS:

    Basic foundation of knowledge of the principles of organization, administration and management; and the ability to analyze and find solutions to problems, work independently, communicate effectively, and write clear and concise reports. Equivalent to a bachelor's degree from an accredited college/university and administrative support experience as an administrative assistant, an executive administrative assistant, or a staff administrative assistant; OR a combination of education and experience which demonstrates the prospective applicant has acquired the knowledge and abilities listed above.

    PREFERRED QUALIFICATIONS:

    Three to five years of progressively responsible compliance, EEO, AAP and thorough knowledge of EEO/affirmative action laws and regulations. Excellent communication skills, verbal and written. Can effectively communicate with all levels of stakeholders, with a high degree of professionalism. Demonstrated experience with statistical analysis, especially in relation to AAP/EEO analysis. Experience administering employee training systems. Experience working in higher education supporting faculty and/or staff personnel services. Direct experience assisting management in handling sensitive personnel and collective bargaining issues of a confidential nature. Technical fluency with Oracle/PeopleSoft, CSIJ Common Management System or equivalent HR system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

  • PHYSICAL ENVIRONMENT:

    Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.

    There are components of this job which are deemed essential on campus. This position will primarily work on the main campus, with occasional work from home. This position requires working on campus with students. The health and safety of our students, faculty, and staff remain our highest priority.
