THE SEARCH

The University of Maryland, Baltimore (UMB), the state’s only public health, law, and human services university, seeks an experienced, innovative, and visionary leader to serve as its next Associate Vice President for Human Resource Services (AVP for HRS).  Reporting directly to the Chief Business and Finance Officer and Senior Vice President, the AVP for HRS will serve as the chief human resources officer for the university and provide strategic leadership and operational planning to further UMB’s mission, cultivate high employee morale and effectiveness, and foster an inviting and inclusive community.  The AVP HR will be responsible for leading and managing the Office of Human Resources while advancing institutional priorities and strategic direction of the university.  The AVP HR will partner with university leadership and colleagues across campus to recruit, reward, and retain a diverse, high-quality faculty and staff.

Enrolling over 7,100 students in six nationally ranked professional schools— dentistry, law, medicine, nursing, pharmacy, and social work, and an interdisciplinary Graduate School, UMB confers most of the professional practice doctoral degrees awarded in Maryland.  The University’s 71-acre educational, research, medical and technology complex resides in an urban setting in the City of Baltimore.  UMB boasts a leading academic health center that combines cutting-edge biomedical research and exceptional clinical care, and a 14-acre BioPark, Baltimore’s biggest biotechnology cluster, fueling the commercialization of new drugs, treatments, and medical devices.  The University’s students, faculty, and staff contribute two million hours of service annually, providing programming that improves Marylanders’ health and wellness, advances justice, promotes economic development, and strengthens families and communities.

This is a visible and vital opportunity for a proven leader and a strategic thinker with a demonstrated collaborative, communicative style.  The AVP for HRS will develop a vision to identify and implement initiatives and changes that attract, retain, and develop an outstanding, motivated workforce.  In pursuit of this, the AVP for HRS will confront a set of opportunities and challenges that will impact the mission and human resources operation of UMB, including leading and managing the Office of Human Resources with transparency, forward thinking, innovation and open communication; bringing consistency to human resource functions at UMB and policies and procedures across the university; reviewing human resource policies, procedures, functionality, and organization to assess current practice and determine areas for improvement; improving campus culture and environment regarding diversity, equity and inclusion through hiring practices and HR procedures; and increasing the integration between individual schools and the Office of Human Resources regarding practices, procedures, and communication and messaging.

The AVP for HRS will supervise a team of five direct reports with oversight for thirty-five  professionals and a Human Resources operating budget of $5.1M in FY22.   The ideal candidate for the role of Associate Vice President for Human Resource Services will be an exemplary leader and strategic thinker with significant, progressively responsible human resource management experience in a broad range of functional areas such as recruitment, employee relations, total rewards, information systems, employee and organizational development, performance management, and regulatory compliance.  As a transformational leader, the next AVP HR will bring a demonstrated record of successfully implementing innovative human resource programs, initiatives, and services with a positive impact on campus culture.
