Educational and Experience Requirement
Bachelors degree in a related field. Master’s degree preferred.
Seven years of professional experience in accounting, budget or
finance. Previous management/supervisory experience with the
ability to lead employees through business process improvements.
Experience in higher education preferred. A combination of
education, experience, and training that would produce the required
knowledge and abilities could be considered.
Nature & Purpose of Position
Responsible for providing effective leadership, direction, and
guidance in strategic operations and planning of academic budgets
for the Provost’s Office, academic colleges and support areas.
Responsible for activities associated with budget planning,
development and maintenance of the University operating budget.
Will work closely with Provost, college administrators, and staff
to assist with financial planning, resource allocation and business
Provides leadership, vision, and management to college/division
staff related to academic budgeting. Assists in the development of
the University’s annual operating budget as required by the Texas
State University System, Board of Regents’ Rules and Regulations,
and applicable state law. Works with complex data sets and
analytics tools in support of the college/division strategic plan,
multi-year financial plan, and key performance metrics. Analyzes
budget changes to ensure budgets reconcile to approved
increases/decreases and result in a balanced budget. Analyzes
financial data and develops moderate reports for forecasting and
analysis. Advises divisions and/or college leadership about budget
matters. Prepares regular and non-scheduled reports. Directs
day-to-day operations of academic budgets. Develops, documents, and
implements internal control procedures to ensure fiscal,
regulatory, confidentiality, and security accountability.
Responsible for organizing, planning, and evaluating personnel,
work assignments, supervision, training, and technical direction of
staff. Evaluates programs and services to identify areas of
strengths and necessary improvements. Develops strategies and
processes to optimize operations for the business function. Ensures
compliance with applicable state and federal laws, university
policy and divisional directives. Provides accurate and timely
reports to professional staff. Makes decisions regarding
objectives, operating procedures, and policies. Responsible for the
business functions administration, including budget preparation and
control. Serves on committees as requested. Performs other related
duties as assigned.
Provides leadership and oversight to a department. Develops
collaborative relationships with Finance and Operations senior
staff. Must exhibit a high level of professionalism and maturity,
executive ability, and a keen understanding of protocol. Ability to
organize work effectively and prioritizes objectives. Strong
leadership skills and abilities. Ability to exercise discretion,
excellent reasoning, and independent judgment. Strong interpersonal
skills. Demonstrated fiscal resource management skills. Assists in
the development of policies and operational procedures for the
overall department. Skilled in directing multiple tasks, setting
priorities, and organizing operations. Ability to establish and
maintain effective work relationships with administration, faculty,
staff, and the public. Strong communication skills, both orally and
written. Requires critical judgment for the department, where very
serious consequences on decision making can occur. Interprets and
applies complex directives, policies, regulations, statues, and
procedures, and/or written guidelines for a department or major
