Governors State University is seeking to hire an Assistant Chief Accountant for the Financial Services and Comptroller department.

Essential Responsibilities
 Financial Reporting (30%):
Prepares periodic and annual financial and statistical reports, schedules and disclosures as required by the external auditors, internal auditors, State Comptroller’s Office, Federal and State oversight agencies, Federal and State grant awarding agencies, Budget Office, among other external and external parties. Prepares complex accounting reports and reconciliations. Ensures financial reports are prepared with reasonable accuracy and are submitted timely. Develops comprehensive financial reporting systems and procedures to ensure compliance with University, State, and Federal policies and rules; and to ensure that financial statements are free from material misstatements. Performs technical accounting research related to new and proposed accounting standards, and implements systems and procedures to ensure University compliance with these standards. Assists in the financial audit processes and related coordination with the auditors.

 Compliance Reporting (25%): Prepares periodic and annual compliance reports and schedules that are required by external auditors, among other external and internal parties. Coordinates with various Financial Services staff and University departments for the information needed to prepare the compliance reports. Ensures compliance reports are prepared with reasonable accuracy and are submitted timely. Coordinates with the University Director of Compliance for any new federal and state mandates, rules and regulations that are applicable to the Office of Financial Services & Comptroller ( OFC ), and ensures OFC is in compliance with these mandates, rules and regulations. Assists in the compliance audit processes and related coordination with the auditors.

 Other Reporting (10%): Prepares annual continuing disclosure requirements as required under the University’s debt covenants. Prepares annual debt compliance requirements as required by the State of Illinois. Deals with FOIA requests and other ad hoc requests from external and internal parties.

 (25%): Provides technical advice and services to operating managers, interpreting accounting reports and statements and identifying problem areas. Assists in providing administrative direction in the development and/or utilization of automated information systems within the accounting process which supplies needed data to be used in making administrative decisions. Supports and assists with the implementation, maintenance and review of internal controls and University policies and procedures. Provides managerial assistance and coordination for the entire range of duties of the Financial Services and Comptroller unit including other duties, activities, special reports and projects as assigned. Maintains a successful working relationship with other employees, administrators, and the public and deals tactfully with issues. Maintaining an on-going liaison with external agencies and university faculty and staff to provide solid financial accounting and analytical services.

 (10%): Performs other related duties as assigned. Other Responsibilities  Performing and overseeing advanced accounting work that applies knowledge of the theory and practice of recording, classifying, examining, and analyzing data and records of financial transactions. This work is analytical, innovative, evaluative, managerial and advisory in nature.  Kept abreast of the accounting and reporting guidelines under GAAP (Generally Accepted Accounting Principles), GASB (Governmental Account Standards Board), Illinois SAMS (State Accounting Management System) and other relevant accounting and reporting standards.  This position communicates internally with GSU faculty and staff as well as externally with auditors, and other agencies requiring information.

Salary Range: $ 53,576.93 to $ 85,000.00.
(This is a non-unionized position. Salary starts at the base and is determined based on Education and Experience exceeding the minimum qualifications).

Minimum Qualifications
REQUIRED : COLLEGE / UNIVERSITY TRANSCRIPTS, WHICH INCLUDES THE EARNED DEGREE AND CONFERRED DATE MUST BE ATTACHED FOR CONSIDERATION OF THIS POSITION (See “Special instructions to applicants” section below).

1. Bachelor’s degree with a major in accountancy or (equivalent course work).
2. A total of three (3) years (36 months) of accounting experience in an administrative or supervisory capacity.
3. A total of two (2) years (24 months) of additional years of experience in professional level accounting work consistent with the next lower level of this series.

• 5+ years of experience in public accounting/auditing firms.

• 3+ years of accounting experience in an administrative or supervisory capacity.
