Purpose and Scope

In a rural college with a small IT department, the Chief Technology and Information Security Officer is responsible for the planning and implementation of the college’s technology and information security systems and services, which include networking and user hardware and support, classroom technologies, network and device software, and information security hardware and/or software. This position reports to the President at ENMU-Ruidoso.

Supervisory Responsibilities

Manages employees in the department and is responsible for the overall direction, coordination, and evaluation of the unit.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Duties and Responsibilities:

Typical duties will include, but are not limited to: 

  • Ensures the smooth operation of all IT functions on the Ruidoso Campus.
  • Serves as the liaison between the Ruidoso and Portales IT departments.
  • Directs the work of IT personnel.
  • Ensures End-user and helpdesk services are in place and meet service level needs.
  • Develops, implements, and manages a college-wide information security framework.
  • Provides support for network equipment and media, servers, and user hardware.
  • Plans and monitors college technology budget.
  • Leads the ongoing evaluation of the effectiveness of administrative and instructional technologies.
  • Provides leadership
  • Prepares and submits accurate reports as required.
  • Manages hosted services and systems for administrative and/or instructional use.
  • Identifies, evaluates and reports on legal and regulatory, IT, and cybersecurity risk to information resources, while supporting and advancing college objectives.
  • Develops and maintains an information security management framework based on the National Institute of Standards and Technology (NIST) Cybersecurity Framework. SP 800-53 Rev. 5 Security and Privacy Controls for Information Systems and Organizations.
  • Maintains professional competencies and participates in professional development activities.
  • Possesses knowledge of federal and state fiscal laws/regulations.
  • Possesses highly-refined skills in problem-solving, planning, communications, and human relations; the flexibility to manage in a changing educational environment; high-energy initiative and follow through; and the confidence to implement initiatives and accept responsibility for outcomes.
  • Teach Information Systems and Cybersecurity courses on part-time basis as schedule permits.
  • Performs other related duties as assigned.

Knowledge, Skills, Experience

Required:

  • A minimum of a Bachelor’s Degree from a regionally accredited institution of higher learning in Computer Information Systems, Computer Science, Information Technology, Cybersecurity, Business, or closely related field.
  • Two years recent (within past 5 years) full-time computer support experience in a networked PC environment.
  • Experience in a combination of risk management, information security and IT.
  • Ability to complete one of the following certifications within 1 year of employment:
    • Certified Information Systems Security Professional (CISSP)
    • Certified Information Security Manager (CISM)
    • Certified Chief Information Security Officer (C|CISO)
    • CompTIA Security + and/or Cybersecurity Analyst CYSA+
  • Familiarity with general business practices.
  • Commitment to providing a high level of service and working in a team environment.
  • High degree of professionalism.
  • Attention to detail.
  • Ability to handle confidential information with utmost discretion.
  • Excellent interpersonal, verbal, and written communication skills.
  • Strong analytical and organizational skills.

Preferred:

  • Masters degree in a related field.
  • At least one of the following certifications:
    • Certified Information Systems Security Professional (CISSP)
    • Certified Information Security Manager (CISM)
    • Certified Chief Information Security Officer (C|CISO)
    • CompTIA Security + and/or Cybersecurity Analyst CYSA+
    • ITIL Service Management Version 3 or 4
  • Technology experience in higher education and/or a nonprofit or government organization.
  • Supervisory experience.
  • Experience in a multi-college or multi-campus college environment.
  • Teaching experiencing in higher education and online environment.

Complexity/Effort:

Job requires critical thinking skills, ability to meet deadlines, to work independently and supervise the work of others. Sets priorities and procedures for accomplishing work and resolves problems based on previous experience and knowledge of organizational policies and procedures. Ability to lead, motivate and direct others. Strong interpersonal skills and customer service focus needed. Solid knowledge of office procedures. Requires a self-directed and knowledgeable person. Position requires working effectively with various groups like the (ENMU-Portales IT Department) on various processes. The individual will also provide guidance and resources to staff for professional development opportunities for the development and implementation of effective operational strategies. The individual will receive general supervision from the President of the Ruidoso campus. The individual will have freedom within the guidelines of the policies and procedures of the ENMU system and Ruidoso campus to execute the essential job functions. The individual is expected to display personal initiative and autonomy.

Physical Demand and Working Conditions:

Work is sedentary in nature that at times requires exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work is performed during normal work hours, with some evenings and weekends to meet deadlines
