Position Summary
The Assistant Director Heating Plant ( ADHP ) is responsible for the management, operation and maintenance of the heating plant and the campus steam distribution system. The ADHP is responsible for ensuring compliance with all DEP / EPA regulations associated with operating the heating plant and works with the Director of Maintenance in resolving steam distribution and building steam and condensate issues. The ADHP is responsible for two plant mechanics, five utility plant operator 2’s and five utility plant operator 1’s. The ADHP assists the Director of Maintenance with campus maintenance issues/projects when requested and performs other duties as assigned.

Directs/manages the maintenance and operation of the campus steam infrastructure including the heating plant.

Ensures the heating plant’s boilers and other related equipment (baghouse, coal handling system, pumps etc.) are properly operated, and periodically overhauled in order to maintain heat to campus buildings.

Ensures that the heating plant is in compliance with all DEP and EPA regulations associated with the plant’s Title V operating permit. This includes verification that all necessary record keeping is correct and up-to-date.

Ensures heating plant staff are properly trained and have maintained the necessary certifications to perform the essential functions of their positions.

Provides/coordinates training to the plumbers and building maintenance foremen on troubleshooting building steam/condensate systems issues.

Sets maintenance and repair priorities for the heating plant and campus steam infrastructure to ensure it is properly maintained.

Performs a wide variety of technical activities to support, promote, and execute steam plant and steam distribution system maintenance/repairs/projects.

Interfaces with other facilities, planning and environmental safety staff on such items as design reviews, construction projects, safety and operational issues.

Manages service contracts and prepares purchase requisitions for items such as water treatment, plant scale, fuel delivery, parts and boiler controls.

Works nights/weekends when needed to resolve campus/heating plant emergencies.

Reviews staffing needs for proper heating plant operation and schedules/assigns workers to shifts.

Provides personnel support: monitors work conditions; administers the collective bargaining agreement; evaluates/reconciles employee complaints; counsels employees when appropriate; ensures performance standards are clearly understood; drafts performance evaluations; makes recommendations on formal grievances; receives/approves/disapproves leave requests, travel requests/training requests for shop staff, and interviews prospective employees and recommends applicants for employment.

Must have valid driver’s license Minimum Qualifications
Five years of progressively responsible heating/utility plant experience including related management/supervisory experience

Experience in steam generation, boilers, steam/condensate utility infrastructure, pressure reducing stations etc.

Knowledge of EPA, OSHA, UCC rules and regulations

Experience with spreadsheets and preparing memorandums

The successful candidate will be required to earn visible emissions certification within six months of employment

Experience working with diverse populations

Successful performance in an interview and passing a criminal background check Preferred Qualifications
Bachelors of Science degree

Experience working in coal fired heating plants/baghouses

Experience working in unionized environments

Familiarity using Honeywell control systems
