Data Analyst

The Baltimore Education Research Consortium (BERC) is a research-practice partnership between Maryland institutions of higher education and child, youth and family serving partners that is administratively housed within the Johns Hopkins University, School of Education. BERC’s mission is to conduct and disseminate long- and short-term strategic data analysis and research that informs decisions about policy and practice to improve the educational and life outcomes of children in Baltimore.

BERC is a small, highly focused team that works independently and collectively to problem-solve and find innovative solutions to challenges in a fast-paced, deadline-oriented environment to achieve its mission. We are looking for a new team member to join us as aData Analystwho will play a lead role in the ongoing development of BERC’s data operations, integrating diverse datasets from a broad range of child and family-centered agencies and programs within Baltimore.

The successful applicant will be an inquisitive self-starter, have excellent attention to detail, be effective and comfortable with communicating technical matters across a broad range of partners and researchers. An ideal candidate will be willing to wade into complex and sometimes not clearly defined datasets and identify problem-solving strategies. Applicants should be proficient in the R programming language, SQL server, and have the ability to learn new technologies as needed.

This position reports to the managing director of BERC. Review of applications will begin immediately. The position will remain open until filled.

Specific Duties & Responsibilities:

  • Data Discovery
  • Work with partners to understand potential data sources
  • Find and understand potentially relevant open or public data sources
  • Data ETL
  • Import raw data from variety of sources and file formats
  • Write scripts to find data errors or inconsistencies
  • Conduct probabilistic record linkage
  • Work with data providers to ensure data quality
  • SQL Server Database Creation and Management
  • Design tables
  • Create indices and key field relationships
  • Create functions and stored procedures for common tasks
  • Work with DBA to organize permissions for views and tables
  • Reporting
  • Summary information for documentation purposes
  • Ad-hoc data exploration using SQL, R, and other frameworks.
  • Queries to provide researchers with data extracts or to re-shape data for certain types of statistical analysis
  • Minimum Qualifications (Mandatory):

      Bachelor's degree Three years of experience Additional education (Master's level) may substitute for required experience, to the extent permitted by the JHU equivalency formula.

    Preferred Qualifications:

    • Fluency with multiple data management tools and programming languages:
    • R programming language, especially packages in thetidyversesuch asdplyr
    • SQL Server relational database
    • Manipulation of structured data / ETL processes
    • Some knowledge of Python
    • Comfort with notebook-style programming documentation, using tools like R Markdown and Jupyter Notebooks.

    Special Knowledge, Skills & Abilities:

    • Describe data sets as we receive them from agencies. In some cases, the data provider will already have a useable data dictionary, but sometimes these will need to be created.
    • Document areas of concern in data sets, such as missing/inconsistent data, that could pose a problem for researchers attempting to use the data.
    • Document source data changes (differences in methodology) over time (i.e., explain adding / dropping fields from an otherwise stable dataset over time).
    • Provide technical assistance to researchers who will be using the data.

    JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

    The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
