Job Summary

Under general supervision of the Assistant Parking Manager, the Parking Services Systems Analyst serves as the program administrator for the Parking Services database, permit sales system, and the parking citation collection program in the department of Parking Services. The Analyst is accountable for own work results, performs a variety of administrative and analytical duties at a broad level of complexity, and researches and analyzes data to prepare reports, records, and files. The Analyst works independently to research, plan, and implement new technology, system upgrade and repairs to meet programmatic or administrative goals. The Analyst provides work direction and acts as a lead to lower level staff, liaisons with outside vendors, departments, and agencies, uses ingenuity to analyze and address system problems, resolves customer service issues regarding permits and citations, trains all staff in system operations, and works on special projects.

Key Responsibilities

  • Administers programs and grants varying levels of access to the program to approved users
  • Functions as the primary point of contact between systems representatives, parking permit vendors, credit card vendors, and campus IT to operate and maintain the different computer systems
  • Works independently at varying hours to maintain continuous system operation
  • Analyzes and converts data from other sources to import/export between systems to achieve programmatic or administrative goals
  • Develops data reports for use by management
  • Uses sound judgement, provides direction and leadership to system representatives on system upgrades and repairs
  • Analyzes, interprets, and insures compliance with applicable privacy laws and PCI regulations
  • Develops and delivers training to other staff members (including supervisors and managers) for system use, including the initial training and any subsequent updates or revisions as necessary
  • Controls system use, data access, and sharing of data with other authorized on-campus departments and agencies
  • Keeps log of system access or databases as mandated by departmental policy, University policy, or other applicable law mandates
  • Researches and analyzes data to prepare reports, records, and files
  • Resolves customer service issues regarding parking system, permits, and citations
  • Works independently to research, plan, and implement new technology, system upgrade and repairs to meet programmatic or administrative goals
  • Requests information, quotes, and provides input for request for purchase. Assist in drafting: RFI (Request for Information; RFQ (Request for Quote); and RFP (Request for Purchase)
  • Assists in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Develops and manages a positive and professional business relationship with campus departments, outside vendors, and agencies
  • Develops presentations, diagrams and process maps to document needs
  • Facilitates regular status meetings and executive communications, status checks and report outs
  • Ensures that all projects are delivered on-time, within scope and within budget and of high quality
  • Works with Campus IT to integrate with campus app and web systems
  • When necessary, designs and adds new web pages, modifying and updating existing web pages, maintaining current links
  • Maintains the parking citation database and prepares monthly reports for payment of fees to the DMV and to Santa Clara County as required by State Law
  • Performs statistical analysis on the number of citations issued, citations paid, citations appealed, and whether they are then upheld or dismissed
  • Tracks collection of fines from parking citations and ensures the notification and collection process is implemented when necessary
  • Works directly with the Department of Motor Vehicles (DMV) for issues involving the misuse of disabled parking placards, DMV registration holds for outstanding parking citations, verifying registered owner information from vehicle license plates or VIN numbers (this requires special training and additional security requirements to be met before the DMV authorizes the use of terminals and access to their database)
  • Represents SJSU Parking Services during hearings for any citation appeals that are taken to the Santa Clara County Superior Court
  • Provides information on office/field inquiries (i.e. verifying permits, register owners, parking status, disabled placard/plate owner, LPR data)
  • Creates custom reports to meet the needs of Parking Office and Field Operation
  • Monitors parking levels both by employees, students, and visitors to ensure optimal operation and usage of all parking facilities
  • Provides resolution for daily issues that arise with regard to parking permits and citations, through the use of extensive knowledge and experience
  • In the absence of the Assistant Parking Manager, oversees Parking Services office staff and ensures the smooth operation of the Parking Services office


Knowledge, Skills & Abilities

  • Ability to learn and administer various parking systems such as T2 Flex Unified Parking Management System, Genetec LPR, mobile payment application, DMV application, pay stations, credit card terminals
  • Ability to apply standard theories, principles, practices, and techniques applicable to, collections programs and their proper reconciliation
  • Basic knowledge of project management
  • Thorough knowledge of automated parking permit management software
  • Technical knowledge of various software products, including Crystal Report, Microsoft Word, Microsoft Excel, and Microsoft PowerPoint
  • Understanding of HTML, Java scripting, SQL, CSS
  • Demonstrated ability to learn and implement new software systems
  • Basic knowledge of, and experience with, web services
  • Excellent customer service and public relations skills
  • Ability to take initiative and independently plan, organize, coordinate, and perform work in various parking enforcement and collections tasks
  • Skill in the research, development, and evaluation of parking and collections policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations
  • Expertise in investigating and analyzing problems involved in the enforcement of parking regulations
  • Ability to anticipate such problems and address them proactively
  • Excellent oral and written communication skills
  • Demonstrated ability to effectively interpret, organize, and present program information to subordinates in written or presentation form
  • Ability to train others on new skills and procedures and provide lead work direction
  • Must demonstrate leadership, professional integrity, and ethics, take the initiative, value personal and professional development; be results driven and sustainable


Required Qualifications

  • A bachelor's degree and/or equivalent training
  • Four years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs


License

A valid driver's license is required for this position. Out of state candidates selected for the position must obtain a State of California driver's license within 10 days of hire in accordance with the California Department of Motor Vehicles regulations.

Once hired the employee must successfully complete the Defensive Driver Training Program provided by the State of California for California State University campuses.

Preferred Qualifications

  • Bachelor's degree in computer science, business technology or a related field
  • Two years of technical experience administering a relational database
  • Two years of experience providing first level systems support and system troubleshooting in accounting, parking or scheduling software
  • One year of project management experience
  • Experience in website development and Crystal Reports
  • Experience with SQL, HTML, CSS, Java Script




Compensation

Classification: Administrative Analyst/Specialist – Exempt II
Anticipated Hiring Range: $5,580/month - $6,334/month
Salary Range: $4,693/month - $8,489/month
