Brief Description of Duties

The Director of Title III has three primary responsibilities, all related to management and supervision of the University of the District of Columbia’s annual Title III awards: (1) interfacing with relevant stakeholders to allocate Title III funding in a strategic and equitable manner, including through the facilitation of the University’s Title III Steering Committee, so that the University permanently augments it capacity to carry out institutional objectives; (2) monitoring and approving all budget requests from University project directors as well as overseeing internal and external program reviews; and (3) preparing and submitting accurate and timely reports to the U.S. Department of Education (DOE), including: the annual submission of the continuing application to the DOE, program evaluations, performance reports, budget revisions, etc.

The Director of Title III reports directly to the University’s Chief Operating Officer, and is accountable to the President in terms of the University’s compliance with Title III regulations.

Essential Duties and Responsibilities

  • Works collaboratively with institutional project directors to: (a) oversee the development and submission of a UDC comprehensive, written development plan that correlates with the University’s Strategic Plan, (b) coordinate with sponsored research grants, and (c) ultimately craft 5-year proposals for applicable Title III awards (currently, HBCU and HBGI).
  • Manages the University’s Title III budget while demonstrating and maintaining accurate and current knowledge of U.S. Department of Education (DOE) rules and regulations regarding Title III along with District of Columbia and UDC budget procedures.
  • Monitors monthly grant expenditures to ensure that grant activities are on track for timely and “within budget” completion.
  • Reviews and approves all Title III invoices and related expenditure documentation to verify that costs are appropriate and allocable. Works with project directors and others to facilitate the generation of accurate invoices and related expenditure documentation and tracks this paperwork as it progresses through the UDC financial system.
  • Interfaces with UDC staff to revise budgets for each year of the grant period and adjust other technical reports required by the funding agency.
  • Prepares and submits necessary budget revisions to the federal funding agency (i.e., DOE).
  • Works with UDC project directors to develop an evaluation plan and ensure that program reports provide evidence that project activities have been measured (employing multiple tools, if possible) to determine degree of success of each project activity.
  • Gathers and monitors data from comparable institutions to serve as benchmarks and guides by which UDC’s program can be evaluated. This can include visits to other institutions and agencies to refine Title III grant activities and future proposals.
  • Maintains positive internal and external relationships with all areas that are necessary for the proper and efficient use of grant funds for approved projects. This includes relationships with the Office of the Chief Operating Officer, Academic Affairs, the Office of Student Development & Success, the Office of the Chief Financial Officer, other District agencies, DOE, etc.
  • Provides recommendations on the most effective and efficient ways of leveraging Title III funds to build foundational institutional capacities that can ultimately become part of the University’s general operations, as explicitly articulated by DOE.
  • Assists in the recruitment of key University personnel, including staff and consultants, to enhance grant activities.
  • Maintains maximum program cost effectiveness.
  • Develops the University’s Title III handbook, disseminates it to project directors and other appropriate UDC staff, and works with all parties to ensure that Title III regulations and policies are followed accurately.
  • Maintains an inventory of all equipment and major items purchased with Title III funds.
  • Drafts grant proposals, periodic progress reports, and feedback to project directors on successful and less successful outcomes, as required by Title III.
  • As necessary, is involved with the preparation and planning of Title III conferences (e.g., National Association of HBCU Title III Administrators, Inc. - Annual Technical Assistance Workshop)


Other Duties

  • Performs other duties as assigned.


Minimum Job Requirements

  • Bachelor’s degree from an accredited college or university, Master’s degree preferred.
  • Minimum of five (5) years directing and administering Title III or other federal grant programs.
  • Five years of progressive experience managing grants, grants accounting, reporting and supervising staff.
  • Exceptional written and oral communication skills.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a 'satisfactory background investigation' is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
