Posting Summary:
Reporting to the Vice President of Finance and Operations, the Assistant Vice President for Budget and Planning (AVP) leads the College's Budget, Purchasing and Business Services Offices.
Job Summary/Basic Function:
Working with the College leadership and academic departments, the AVP is responsible for developing an annual operating budget, recommending resource allocations and preparing a long-term financial plan that addresses the College's priorities and operating plans. The individual is also responsible for implementing procurement policies which support institutional needs and establishes strong internal controls over competitive bidding and other procurement requirements. Finally, the AVP ensures the efficient and effective operations of the College's Business Services and Shipping and Receiving functions.
- Supervise a staff of 18 FTE's
- Provide oversight of financial planning, financial reporting
and operational analysis for senior management. The AVP provides
oversight of budget development, management and implementation of
the College's operating and capital budgets through the provision
of budget planning, research, forecasts and financial
analysis.
- Continuously monitor, evaluate and report on the College's
financial position, including recommendations for enhancing
revenues and/or mitigating costs, all while ensuring a strong
customer service philosophy.
- Work closely with academic and administrative leaders and their
staff, communicate and provide guidance and advice regarding
finance and accounting procedures as well as explore how the
finance function can support department and program
success.
- Identify and implement best practices for the department and
evaluate and manage performance, keeping an eye on emerging trends
and bring innovation to the College, including implementing a new
budgeting and planning tool
- Direct the development and evolution of the College's long-term
financial plan.
- In conjunction with applicable staff, monitor the actual
expenditure of funds and negotiate and recommend the reallocation
of related resources.
- Conduct financial feasibility analyses on existing programs and
new initiatives.
- Supervise the maintenance and creation of the College's vendor
relationships across all sectors of procurement
- Attend meetings of the Business and Finance Committee of the
Board of Trustees and other committees of the Board as
needed.
- Provide analyses and articulate periodic budget variances as
well as revenue and expense trends
- Participate in month-end and year-end closing procedures
Minimum Qualifications: - Bachelor's degree in business or related field
- 7 or more years' experience in budgeting and
planning
- 5 years of supervisory experience
- An attitude of continuous improvement and operational
excellence
- Ability to exercise a high degree of independent
judgement
- Ability to manage and lead a team through training, coaching,
motivation and collaboration
- Strong analytical skills
- Good listening skills and easy-going personality
- Ability to describe complex issues in simple terms
Preferred Qualifications: - Experience in a higher education environment
- Advanced degree in business or related field
