The Center for Rural Pennsylvania, a legislative agency of the Pennsylvania General Assembly, seeks a Public Policy Data Analyst, with an anticipated start date in September 2021.  The successful candidate will aid the Center in increasing its in-house research capabilities on a wide range of policy issues that affect rural communities within Pennsylvania.  The successful candidate will demonstrate competency in:  

  • data visualization programs (e.g., Tableau, ArcGIS, etc.); 
  • data analysis programs (e.g., SPSS, Stata, R, SAS, etc.); 
  • the public presentation of information.       

The successful candidate is expected to work closely with Center staff, policymakers, community groups, and faculty at state universities to advance the Center’s mission.   

This position reports to the Senior Policy Analyst. Review of application materials will begin on July 19 and continue until the position is filled. The successful candidate is expected to work on-site at the Center’s Harrisburg office during regular business hours, Monday through Friday. Starting salary is $60,000-$70,000, depending on experience and educational attainment.  The Center offers a comprehensive benefits package and retirement plan. 

JOB DUTIES/RESPONSIBILITIES: 

  • Develop interactive data dashboards for use by policymakers and members of the public. 
  • Fill data and other information requests from the General Assembly and external groups in a timely manner.  
  • Ensure that all research and data analysis is completed in an accurate, objective, and non-partisan manner.  
  • Conduct background research on issues for the Center’s annual Request for Proposals, and support the grant review process.  
  • Write articles for the Center’s bi-monthly newsletter and other related publications; 
  • In collaboration with Center staff, author or co-author research reports (typically on a quarterly basis); 
  • Represent the Center through service on boards, committees, and related entities. And, as needed, make presentations at conferences, meetings, legislative hearings, and related events. 
  • Perform other duties as assigned.  

 

Minimum Qualifications/Skills:  

  • Bachelor’s degree in a related field; 
  • Two or more years of relevant experience in data visualization and data analysis; 
  • Working knowledge of research methodology and applied research practices;  
  • Experience in survey research methods and analysis.  
  • Familiarity with academic writing; 
  • Familiarity with Pennsylvania state government, the General Assembly, and/or local governments; 
  • Highly effective communication skills; 
  • Organized and able to meet deadlines; 
  • Willingness to learn new statistical research methods and data analysis programs.  
  • Valid driver's license and ability to travel throughout the Commonwealth on occasion (including overnight travel).  

 

Preferred Qualifications:  

  • Masters degree in a related field; 
  • Experience working with Census data and other large public databases; 
  • Experience working with IMPLAN or related economic analysis tools; 
  • Familiarity with rural policy issues.
