General summary/purpose:

The Senior Grants and Contracts Analyst is responsible for the contractual management and oversight of awards from the US Agency for International Development (USAID), the US President’s Emergency Fund for AIDS Relief (PEPFAR), and corporate and foundation donors. This position requires close collaboration with various departments and country offices to ensure compliance with award provisions. This position also serves as a subject-matter-expert in the areas of USG standard provisions and policies and procedures governing federal and non-federal contracts, grants, Memorandums of Understanding (MOUs), and sub-agreements. The Senior Grants and Contracts Analyst is also responsible for the overall contractual process for Jhpiego’s sub-awards and subcontracts; ensuring all contractual documents comply with USG, donor and Jhpiego rules and regulations.

Specific duties & responsibilities:

  • Provides guidance on the contractual management and oversight of Jhpiego awards and proactively identifies and mitigates risk
  • Ensures accuracy and appropriateness of contractual documents and modifications for approval by CMCD Senior Director
  • Ensures contractual documents are properly entered into organizational databases
  • Uses Jhpiego CMCD templates to review and prepare Technical Service Contracts, Sub-agreements, and Subcontracts
  • Reviews contractual performance of Jhpiego’s subawardees, to ensure compliance with terms and provide support and guidance, where needed
  • Reviews and interprets Standard Provisions for government grants and contracts
  • On an ad-hoc basis, assists in training staff from various departments and country offices, in grant management, procurement policies, procedures, and use of templates
  • Provides exceptional, timely customer service in all dealings with internal and external customers

Minimum qualifications (mandatory):

  • BA or BS in Finance, Economics, Business, International Development, or a related field
  • 5+ years contractual or financial experience with multi-office and multi-national international development organization
  • Extensive contractual or financial management experience, with at least 5 years at a mid- management level, working with USAID, CDC, DOD and other international donor agencies
  • Knowledge of cost accounting methods and practices applicable to management of private and federal monies
  • Understands the difference between contracts and cooperative agreements and their relevant terms and conditions
  • Excellent general management skills particularly in facilitation, team building and coordination
  • Strong verbal and written skills, and ability to convey complex information in a way others can easily understand
  • Works independently and can simultaneously manage several projects
  • Proficiency in MS Office suite

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
