General summary/purpose:

Financial Manageris part of the Global Programs Finance Team working closely Program Staff, Contracts, Global Human Resources, and Jhpiego’s Country offices to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external to Jhpiego. Financial Manager will provide financial leadership and oversight of the financial and contractual aspects of multiple country programs. This includes leads and proposals, start-up, implementation and control, monitoring and evaluation, close-out and cross-cutting GPO functions. Financial Manager ensures financial systems and reports are compatible with standard Jhpiego accounting practices and follow donor rules and regulations. Financial Manager also provides capacity building, coaching and mentoring of junior finance staff and local partners by developing learning activities and materials to support capacity building.

Specific duties & responsibilities:

  • Provide input on proposal budget costs based on analyses of new and existing country implementation costs
  • Review NPD budgets and budget notes
  • Review and comment on new award documentation before signing for feasibility from a financial perspective
  • Participate in NPD handover meetings; review new awards and highlight items for project staff and in-country staff
  • Review start-up plan and develop budget (for HQ and in-country)
  • Lead finance-specific tasks, including developing training and orientation materials for in-country finance staff
  • Participate in project close out meetings
  • Conduct all close out activities assigned
  • Prepare final financial reports accurately and on time
  • Respond to internal and external audit requests
  • Develop work plan budgets and modifications
  • Reports - maintain a schedule of routine and ad hoc financial reports and analysis for donors
  • Analysis - perform pipeline analysis and reporting
  • Monitor Sub-Recipients
  • Maintain Compliance and track statutory requirements
  • Manage all SAP- related activities as required
  • Develop budget for activities as needed
  • When detected, recommend improvements to global financial policies and procedures
  • Travel to assist country teams with close-out in country

Minimum qualifications (mandatory):

  • Bachelor’s degree in finance, accounting or related field
  • Extensive financial or cost management experience
  • 5 years’ progressively more responsible finance management experience in international development program operations required; 7 years’ experience preferred
  • Prior supervisory, coaching and training experience
  • In depth knowledge of USAID, CDC and other international donor agencies
  • Knowledge of cost accounting methods and practices applicable to management of private and federal monies
  • Sub-contract and sub-agreement financial management experience
  • Experience developing finance and accounting policies, procedures and systems
  • Demonstrates a leadership and management style that works in cooperation with others who represent a wide range of interests and needs
  • Experience with international, non-profit organizations (larger than $10M), as well as a multi-office, multi-national environment
  • Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
  • In depth knowledge financial software applications, databases, spreadsheets, and/or word processing required. Packages include: Microsoft Outlook, Access, Excel and Word plus university-specific accounting & reporting packages
  • Excellent general management skills particularly in facilitation, team building and coordination
  • Effective communicator with ability to communicate organization’s direction and ability to motivate others with strong, honest leadership
  • Strong problem-solving skills
  • Comfortable with a team approach to management and the ability to manage several major activities simultaneously
  • Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment
  • Ability to travel internationally, particularly to low-resource settings, to provide training, audit support, etc.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
