The Office of International Services is seeking someone to serve as anInternational Services Advisor on employment visa categories and contribute to policy development and process improvements related to these non-immigrant populations. Serve as an authorized petitioner for H-1B, TN and E-3 Temporary Workers. Ensure compliance with Department of Homeland Security and Department of Labor regulations related to employment sponsorship. Apply and ensure adherence to applicable Institutional policies related to temporary non-immigrant employment.

* This position does not provide visa sponsorship.

Specific Duties and Responsibilities:

  • Advise individuals who have been offered new or continuing employment with JHU on immigration. sponsorship appropriate to the position offered and maintaining their non-immigrant status in the U.S.
  • Engage with individuals and Departmental stakeholders as necessary.
  • Perform wage analysis, document review, and case preparation.
  • Prepare all necessary applications and immigration documents for submission to DOL, USCIS, CBP and/or DOS as appropriate to the immigration classification.
  • Submit comprehensive petitions to USCIS for adjudication.
  • Prepare and submit responses to requests for evidence and respond to FDNS site visits following OIS protocol.
  • Prepare and maintain compliant Public Access Files.
  • Other duties as assigned.

As an International Services Advisor, must be able to function moderately independently and exercise judgment in preparing complex and labor-intensive H-1B petitions, and E-3 and TN petitions as needed. The International Services Advisor must thoroughly understand complex Department of Labor regulations, as well US Citizenship & Immigration Services regulations, in coordinating the preparation, and filing of H-1B petitions for eligible employees. Preparation and filing of petitions include the following major responsibilities in addition to the above-mentioned duties:

  • Collect and verify all required professional and academic credentials.
  • Advise university officials [i.e. Departmental Administrators, University Leadership and sponsored non-immigrants] on procedures and processing time lines.
  • Evaluate and determine appropriate immigration sponsorship.
  • Assist in the development of procedures and instructional materials to facilitate the processing of visa applications.
  • Evaluate status eligibility and review application materials for accuracy, completeness, and consistency with regulations and institutional policy.
  • Review applications for changes of status, extension of stay, and amendment of status as needed.
  • Coordinate and submit necessary applications to appropriate US government agencies on behalf of the University.
  • Participate in the preparation and submission of comments on government regulatory proposals to reflect the interests of the University and its employees.
  • Serve as a liaison with various campus units and interact with USCIS, Department of State, Department of Labor, and other federal agencies in processing documents for international employees.
  • Remain abreast of new/revised institutional policies and regulatory changes and developments as they affect non-immigrant employment.
  • Represent the Director on committees when requested, and serve as a liaison to campus and university departments.
  • Assist in training for other OIS staff and student workers as needed.
  • Assist in the development and implementation of formal office policies and procedures and participate in OIS strategic planning.

Internal and External Contacts Required As Part Of The Job:

  • Consult with Departmental Administrators, relevant central offices and University leadership on matters pertaining to non-immigrant employment.
  • Consult with outside agency representatives, government officials, etc., on behalf of non-immigrant employees.
  • Serve as liaison with various campus units and interact with USCIS, Department of State, Department of Labor, and other federal agencies in processing documents for international students and scholars.

Minimum Qualifications (Mandatory)

  • Bachelor's degree or equivalent and two years of professional experience.
  • Knowledge of or demonstrated ability to learn U.S. Immigration laws and regulations pertaining to non-immigrant temporary workers.
  • Ability to work cooperatively and collaboratively with diverse groups and individuals

Preferred Qualifications:

    Master’s degree. Prior experience working in international education or other overseas experience.

Additional Knowledge, Skills, and Abilities:

  • Knowledge of all U.S. Immigration laws and regulations pertaining to F, J, H-1B, TN, E-3, O-1, B-1/B-2, WTB non-immigrant classifications, advanced procedures for employment regulations.
  • Knowledge of procedures for: change of status, 212(e), OFLC online data center, etc.

Starting Salary Range: $45,195 - $55,353 annually (commensurate with experience)

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
