This position reports to the Assistant Vice President for Business and Finance. Responsible for coordinating, developing and monitoring of all College budgets to include: Operating, Capital, Grants and Other Restricted, Student Activities, Foundation and Auxiliary Services. Implements and monitors budgetary policies & procedures. Prepares projections of revenues, expenditures, and fund balance levels to support decision making to ensure adequate resources are available for College operations. Conducts financial research, prepares various budgetary/financial reports and maintains accurate budgetary data. Manages the chart of accounts. Automated budget system and on-line approval system. Prepares and reports to senior management and Audit Committee of the Board results of internal audits, to include making recommendations to improve the control environment, effectiveness and efficiency of operations; and performs subsequent audits to ensure completion of appropriate corrective action. Maintains effective liaison with the Board Auditor. Coordinates, investigates, and/or prepares responses to Board Auditor and external requests for information concerning the College’s internal controls and business practices.

Assists the Vice President and Assistant Vice President as required, and participates in various college committees and/or other duties as assigned.

Coordinate, direct, develop and monitor all College budgets to include preparation and publication of budget documents, semi-monthly variance reports, and post budget and curriculum review report.

Assist the various administrative and academic cost center managers with budgetary development, monitoring and analysis.

Prepare various budget reports for submission to grantors, State and Federal agencies.

Responsible for managing the College Fringe Benefit budgets and Budget and Business Services budgets.

Maintain and update schedule of authorized positions to include individual position budgets, personnel turnover savings, and utilization of personnel savings.

Manage, coordinate, monitor, plan and develop the internal audit program to include preparation and communication of findings and recommendations, and perform follow-up audits to ensure completion of appropriate corrective action. Coordinate, investigate, and/or prepare responses to Board Auditor, State and Federal agencies for information requests concerning the College’s internal controls and business practices, and follow-up on all external audit findings to ensure completion of appropriate corrective action.

Perform financial research and develop revenue and expenditure projections used to make financial/business decisions.

Manage the chart of accounts, automated budget system, and on-line purchase order approval system.

Review, maintain, recommend, and distribute Division of Business and Finance policies and procedures.

Minimum of Four (4) years experience in Accounting and/or Budget Operation, and internal auditing at a college or university preferred. Solid supervisory experience along with exceptional communications and managerial skills are desirable. Understanding of higher education funding resources desirable.

Ability to effectively work with senior level executives, managers, and governing board, ability to perform financial research and prepare written, oral, and financial reports. Comfortable with computerized financial systems.

B.S. degree in Business Administration, Finance or Accounting Required.
