SUMMARY

Provides leadership for administrative, technical, and operational functions for College-wide enrollment operations and the Office of the Registrar while working closely with various academic, student services, and administrative departments.  Administers the day-to-day enrollment operations of the Office of the Registrar, including coordinating the academic calendar, the registration process, communications with students, and maintaining academic records ensuring the security of all student records protected under the various state and federal privacy laws, coordinating College-wide enrollment operations policies and procedures with all enrollment centers including credit and non-credit admission, enrollment and registration services. This position will be located at our Jerry Sue Thornton Center, in Cleveland, Ohio.

ESSENTIAL FUNCTIONS

  • Provides leadership, strategic direction and coordination to ensure the achievement of the philosophy, goals, and operating principles of the College enrollment centers
  • Provides College-wide enrollment operations subject-matter expertise, business process ownership, and leadership to campus/site units while ensuring compliance with respective regulations
  • Maintains and updates the College's enrollment operational policies, processes, and procedures that prioritize students success
  • Communicates regularly with the campus' Deans of Access & Completion, Offices of Finance and Business Services, and others, as appropriate, by keeping them informed and seeking input regarding important issues
  • Oversees and coordinates College-wide enrollment management policies and practices regarding such things as annual academic calendar, academic course scheduling, classroom and meeting space utilization, registration, grading, transcript exchange, academic records, document imaging and degree certification
  • Coordinates and implements changes in related policies and practices with Deans of Learning & Engagement and Access & Completion
  • Leads the development and monitoring of procedures associated with incoming and outgoing transcripts
  • Provides leadership and develops appropriate recommendations for the implementation of related technology applications in support of enhanced enrollment-related services including Ellucian’s Banner and Ad Astra Scheduling
  • Creates the Schedule Build timeline and serves as the section review tool owner
  • Prepares and distributes grading reports, grading schedule, and faculty reports to academic areas
  • Creates and monitors course tables in Banner each semester and runs test upgrades of the system
  • Directs priority registration set-up, the communication plan, waitlist functions, file purges, and the creation of the activity timeline in Banner
  • Leads the administration of student registration, records, and graduation certification functions
  • Plans, organizes, and supervises the Office of the Registrar and hires, trains and evaluates staff and develops succession plan
  • Utilizes continue quality improvement (CQI) to improve effectiveness and outcomes of the Registrar’s Office
  • Serves as the budget unit leader and manages all departmental expenditures
  • Oversees the direct responsibilities of the Office of the Registrar and coordinates efficiencies of enrollment services with College-wide enrollment centers
  • Serves as certification officer for the College and oversees student records maintenance, record disposal and security of all student records protected under State and Federal privacy laws
  • Serves as a Primary Designated Student & Exchange Visitor Information System (SEVIS) Officer and manages all associated responsibilities
  • Performs other duties as assigned

REQUIRED QUALIFICATIONS

EDUCATION AND EXPERIENCE/TRAINING

  • Master’s Degree
    • Significant related experience may substitute for education
  • Minimum of six years of demonstrated experience serving as a Registrar at a higher education institution
  • Demonstrated experience managing admissions, financial aid or enrollment management activities
  • Demonstrated experience hiring, training, developing, scheduling, supervising and managing the work performance of others
  • Demonstrated experience forecasting, planning, maintaining, preparing, and monitoring a business area’s budget
  • Demonstrated experience effectively developing strategies and making decisions that have significant, broad implications on the management and operations of a division (or equivalent business area)
  • Demonstrated experience and effectiveness requiring dynamic and analytical problem solving methods in a variety of situations

  • Possess comprehensive knowledge of education regulatory theories, concepts and practices with the ability to apply in complex, difficult and/or unprecedented situations as it pertains to the departmental focus
  • Possess strong understanding of Ohio Board of Regents transfer articulation processes as well as Cuyahoga Community College graduation requirements and articulation agreements
  • Ability to work well under pressure, manage multiple projects, deliver projects on time and within budget

EDUCATION AND EXPERIENCE/TRAINING

  • Master’s degree in student services, educational administration or a related field
  • Ten years of demonstrated experience serving as a Registrar at a higher education institution
