Assistant Director of Procurement and Business Operations

Located in Greater Boston, MassBay is a comprehensive, open-access community college offering associate degrees and certificate programs on three campuses in Wellesley Hills, Framingham, and Ashland, Massachusetts.
Position Summary:

The Assistant Director of Procurement and Business Operations will support the Director in matters relating to college purchasing, inventory/asset management, and business operations. This position will manage the fixed asset and inventory processes, conduct simple to complex procurement transactions for commodities, services, grants and construction, and exercise discretionary judgment with regard to special circumstances and problem resolution in consultation with the Director. The Assistant Director will act as point of contact for the department in Director's absence and provide support to the Director for the day-to-day supervision and direction to the department and other assigned business-related services.
Key Responsibilities and Duties:
  • Oversee the purchasing, tagging, counting, and disposal of assets;
  • Review Purchase Orders to identify assets, work with Shipping and Receiving to ensure items are tagged upon delivery;
  • Ensure the required purchasing information appears on the asset listing and accurately ties to the general ledger;
  • Work with Shipping and Receiving to conduct cycle inventory counts;
  • Reconcile variances and maintain documentation on inventory counts;
  • Record and dispose of assets in accordance with Chapter 647 and Surplus Property requirements;
  • Assist with the review and preparation of solicitations for goods and services, to include writing specifications for unique or complex projects, analyzing bid/proposal results and making recommendations for award of contracts;
  • Assist the Director with the review of contracts/agreements for the College and maintain files of said contracts/agreements;
  • Ensure the processes, procedures, and internal controls around Fixed Assets are and remain in compliance with Massachusetts’ state and other grant requirements;
  • Ensure compliance with State and public bidding laws and College policies and procedures;
  • Maintain budgets for construction, major repairs, and extensive maintenance and ensure proper Construction in Progress accounting for the financial statements;
  • Provide analysis and reporting of College purchasing and inventory activities;
  • Revise, develop, coordinate, and maintain training programs relating to Inventory Policies and Procedures for new and existing employees;
  • Maintain a standard of superior service to all customers, fosters and maintains positive relationships and works collaboratively with faculty, staff, students, and vendors;
  • Performs other duties as assigned.

Required Qualifications:
  • Bachelor's degree in a related field;
  • Three years’ experience working with inventory or fixed assets;
  • Two years; experience working in purchasing;
  • One years’ experience in accounting and reconciliation;
  • Demonstrated interpersonal skills;
  • Proficiency in oral and written expression.

Preferred Qualifications:
  • Sensitivity and commitment to the goals of Affirmative Action and workforce diversity;
  • Experience working in a diverse environment;
  • Demonstrated commitment to working with underserved students;
  • Five years’ experience working in Purchasing and Inventory/Asset Management;
  • Experience working in higher education;
  • Experience using PeopleSoft Financials;
  • Experience processing transaction in MMARS;
  • Knowledge of Massachusetts General Laws regarding bidding for goods and service, and public construction;
  • Massachusetts Certified Public Purchasing Official (MCPPO) certification.

Additional Information:
Salary Range: $65,000.00 - 75,000.00 Annual Salary
