Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Special Working Conditions: On call responsibilities to oversee safety and emergency needs of the housing community as needed.

Conditions of Employment

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the general administration of the Associate Vice President for Student Affairs and Dean of Students, the incumbent will perform administrative and operational functions involved in the management of the University's Housing program; enforces CSU system and campus policies and procedures related to Housing activities; promotes academic and student success initiatives to build a strong living and learning experience; supervises and evaluates professional, clerical and maintenance staff; plans and manages short term and long range budgeting, including the research and development of supportive data; establishes and monitors progress of long range planning goals for Housing programs and capital projects; assesses and recommends changes in departmental policies, procedures and practices; represents program and campus to the public and media; conducts regular assessments of services and programming for student needs; and does other related work as may be assigned. The University Housing Director is a member of the Student Affairs Extended Directors and will be active on the Student Life Management team in their efforts to enhance student engagement, deepen residential living and learning programs and strengthen co-curricular activities on call responsibilities to oversee safety and emergency needs of the housing community as needed.

Qualifications

Required Education: Master's degree from accredited college or university with major course work in public administration, student personnel or higher education administration or related fields.

Required Experience: Five (5) years or more of progressively responsible university administrative experience in student affairs, with emphasis in student housing, student activities, residence life or student development.

Required Knowledge, Skills, and Abilities:

Experience in budget management, personnel and supervision of employees; Knowledge of and experience working with collective bargaining units; Resource analysis- principles of individual and group behavior-procedures and practices of student services, specifically student Housing and its relationship to institutional and student services programs- basic fiscal and personnel management principles and methods- budget preparation and monitoring:-office and data management methods and computer systems- University affirmation
  • action goals and objectives.

    Effectively communicate alternative courses of action in problem resolution- schedule projects- meet deadline and productivity standards-establish long range planning goals-develop and implement administrative systems and procedures- independently interpret and apply a wide variety of Student Housing program rules and regulation- plan, organize, supervise and direct the operations of the Housing office- establish Housing program objectives and assessments, develop effective working relationships with co-workers, faculty, students and others- Experience in inviting and collaborating with faculty and director staff across the university in delivering programs to address issues of importance to housing residents.

    Preferred Qualifications: In addition to the required experience; experience working on a university campus in an on or off campus housing operation; experience with living-learning communities and programs that support academic and student success; experience in a unionized environment and diverse campus community

    Required Certification: Valid Driver's License

    Responsibilities

    50% - Directs overall program and activities development for residents; supports academic and student success through living and learning experiences and programming to facilitate student interaction with academic and co-curricular focused events. Design academic supports within Housing and Residential Life staff to support student success. Monitors application processing, student eligibility for residence, room and roommate assignments, check-in/out procedures, conference maintenance operations, information technology needs, safety and emergency procedures and other related activities. Maintains the financial management of the operation; resource allocation; purchasing; accounts . receivable; development of rate structures; collections and refund processing.

    15% - Selects, trains, supervises and evaluates staff members within University Housing Services

    10% - Responsible for the supervision of residential marketing and assignments including: creation of marketing materials; dissemination of information; design of fee schedules, license agreements, and invoices; applications processing; financial aid deferments; the re-application process; room assignments and transfers.

    10% - Enforce Housing License agreements, as well as CSU system, campus, and other applicable policies and procedures as they relate to residents and staff members.

    10% - Plans for long-term improvement of housing buildings and grounds to insure cleanliness, safety, appearance and reliability. Facilitate the development of future residence halls in coordination with Administration and Finance, the Chancellor's Office, Physical Plant, Student Affairs, and University Foundation.

    5% - Provides leadership for many campus-wide programs and projects that relate to student life including; welcome week, leadership programs and retreats. Represents University Housing Services and Student Affairs on campus-wide committee in the areas of Student Life, Food Services, Emergency Management, Enrollment and Internationalization, other duties as assigned.
