Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Conditions of Employment

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the general direction of the Director of Employee Relations, Payroll Services, and Benefits, the Payroll Manager provides vision, leadership, planning, project coordination, and management for Payroll Services. The incumbent shall be responsible for providing oversight of the day-to-day payroll activities while fostering and maintaining positive relationships with employees. The Payroll Manager is responsible for the timely and accurate processing of payroll transactions in accordance with federal and state laws, CSU and campus policies and procedures.

Qualifications

Required Education and Experience:

Education: Bachelor's degree or equivalent

Experience: Two to five (2-5) years of increasingly responsible payroll-related experience or experience in accounting or cashiering, with at least one of the five years serving as a supervisor or manager of payroll. Progressively responsible experience providing analysis and implementation of payroll or personnel activities. Experience managing a complex payroll system.

Preferred Education: Bachelor's degree in a related field such as business administration, computer science, or information systems.

Preferred Experience: Progressively responsible specialized experience in an above-related field within the CSU or other educational/government agency. PeopleSoft and HRMS experience highly desirable.

Possesses a thorough knowledge of payroll tax regulations.
Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
In-depth knowledge and experience of payroll calculation and processing
Knowledge and skill to present information and respond to questions from staff, managers, and customers.
knowledge of accounting principles and practices
Knowledge of payroll policies, procedures, and practices
Knowledgeable regarding payroll technologies

payroll/personnel issues;

Ability to quickly learn and apply a variety of CSU and CSUDH policies and procedures.

Ability to write policies, procedures, and forms Demonstrated ability to effectively train others; Demonstrated strong mathematical ability.

Responsibilities

35% Participates with the management team in providing vision, leadership, planning, and project coordination - Makes recommendations for and drafts new policies, procedures, and forms - Conducts research and writes reports and memorandum - Monitors, disseminates, and interprets policies, procedures, and technical letters - Makes recommendations regarding staffing and job duties - Provides information, guidance, and training to university employees - Coordinates process change initiatives to improve the efficiency and effectiveness of processes to meet current and future business needs - Works with all campus units on administrative and technical problems, many of which are of sensitive nature

30% Provides management oversight of day-to-day Payroll Services: - Provides training to student assistants and technical training to technicians in the preparation and processing of payroll/personnel transactions using PIMS and PeopleSoft - Participates in the development of upgrades and enhancements to the HR/Payroll PeopleSoft, PIMS (Payroll System) and other systems in a manner that supports the university's overall strategy - Plans work activities in order to reach unit goals - Conducts audits; prioritizes work assignments; and emphasizes an accurate, timely, and customer-oriented work environment - Ensures effective workflow and controls with other operational units - Actively participates in timekeeper and/or HR Liaison meetings, and systemwide payroll meetings - Drafts performance evaluations. - Interfaces with the Office of the Chancellor and State Controller on oftentimes complex payroll related issues - Ensures confidentiality of the payroll/personnel files

30% Responsible for the timely accurate processing of payroll transactions: - Performs a broad spectrum of complex payroll/personnel transactions that requires applying and interpreting federal and state laws, CSU and campus policies and procedures; - Develops and initiates campus training programs on payroll procedures for PeopleSoft Time and Labor and Absence Management, and other payroll-related procedures; - Analyzes, and resolves unusually complicated problem/situations; develops cohesive, well thought out reports using databases and data obtained from CIRS and/or PeopleSoft.
