Occupational Safety Officer

The Johns Hopkins Department of Health Safety and Environment is seeking anOccupational Safety Officer to assist in the development and implementation of the occupational safety program for the Johns Hopkins University Homewood Campus.

Specific Duties and Responsibilites:

Under the direction of the Associate Director:

  • Implements occupational and environmental safety programs to assure compliance with all life safety/fire codes
  • Environmental health, and occupational safety regulations required by federal, state, and local governments.
  • Makes recommendations which will ensure compliance with relevant regulations.
  • Review plans for new construction and renovation of existing facilities to ensure that they follow safety and fire codes required by government agencies.
  • Document and make recommendations for best industry practice to meet requirements.
  • Meet with engineering staff and management to resolve problems.
  • Participate in the development and implementation of training programs involving fire prevention, fire extinguisher use, and evacuation for staff, students and visitors.
  • Represent HSE and escort government, insurance, and accrediting officials conducting investigations and inspections related to occupational safety, environmental health and life safety/fire prevention inspections.
  • Investigate all aspects of incidents involving fire and significant industrial accidents involving injury to staff, students or visitors.
  • Decides with management to correct physical or procedural deficiencies that may be causing accidents or injuries.
  • Participate in the development of emergency plans for all areas.
  • Develop and issue emergency response plans for persons with disabilities.
  • Assist in the development of the fire prevention program to include fire drills, fire prevention manuals and other effectives that will aid in the control of fire hazards.
  • Conduct and/or coordinate building emergency evacuation drills in all JHU owned and operated buildings. Assess and report their effectiveness and recommends improvements.
  • Perform life safety surveys and analyze problematic issues.
  • Make recommendations for abatement of hazards in the context of compliance with all pertinent regulations.
  • Enforce compliance with life safety code with assistance from the Office of Risk Management.
  • Prepare reports and present data on occupational safety, environmental health and life safety/fire prevention activities to HSE administration and University leadership.
  • Investigate incidents involving employee injury to determine cause and potential corrective actions and generate a written report.
  • Conduct training of Johns Hopkins staff to provide information on procedure to mitigate hazards or to ensure compliance with the regulation.
  • Represent HSE on standing committees within Johns Hopkins.
  • Ability to operate a variety of motorized vehicles with both manual and automatic transmissions.
  • Maintain records of "billable hours" or percentage of services provided by occupational safety, industrial hygiene and hazardous waste staff and report this monthly to the Director.
  • Remain calm and composed during emergency incidents and crisis.
  • Performs related duties as required.

Minimum Qualifications:

    A Bachelor’s degree from an approved college in industrial hygiene, occupational safety or related field At least two years of progressive experience in safety engineering, occupational safety, and/or fire prevention; or a combination of education and experience as determined by the Director of Occupational and Environmental Safety. Working knowledge of building (IBC) and fire (IFC/NFPA) codes, and occupational safety and health (OSHA) and environmental protection (EPA) regulations Effectively communicate, verbally and in writing, HSE mission goals, activities and procedures to all levels of the JH community and the public. Working knowledge of Windows and/or Apple operating systems, Microsoft Office products including – Word, Excel, PowerPoint, Teams, and other programs as needed to effectively track deficiencies, analyze data, write reports, send email, develop and produce training materials.

Decision Making:

    Organizes and prioritizes assignments to meet changing priorities. Carries out duties with no or limited supervision.

Physical Requirements

    Ability to lift 50 lbs. without assistance. Ability to sit up to 8 hours per day. Ability to stand up to 8 hours per day without assistance. Ability to walk up to 8 hours per day without assistance. Ability to use both upper and both lower extremities (hands feet, arms, and legs) up to 8 hours per day. Ability to push/pull materials weighting up to 400 lbs with assistance (material handling carts/trucks) Ability to pass the medical evaluation required to wear respiratory protection. Ability to wear a respirator while performing assigned duties.

Preferred Certifications:

    Certified Fire Protection Specialist Certified Safety Professional

Other Information:

    Reports to the Homewood Campus Associate Director of Occupational & Environmental Safety in the Department of Health Safety and Environment. Work is routinely performed in office environments, with occasional exposure to both an internal and external environment including inclement weather and varying temperatures. May be exposed to hazardous chemicals.

Starting Salary Range: $59,280 - $81,435 annually (commensurate with experience)

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
