Position Primary Purpose and General Responsibilities

VCU’s Facilities Management is seeking to hire a Senior Operations Manager for their Parking and Transportation unit. This position manages the daily operations for Enforcement and Command Center staff, ensuring that duties related to parking enforcement and safety, special events, transit services, and deck management are carried out efficiently and within compliance of HR, University, state, and federal standards.

The Senior Operations Manager communicates daily with the operation team, including external and internal staff, through emails, telephone, and in person; coaches and develops team members in need of additional help; establishes a productive team environment with all staff through goal setting, role setting, and established procedures; serves as department liaison for all operational units that encompass services related to facilities and deck management, special events, parking enforcement and safety, and transit services and ensure customer inquiries, complaints, elevated issues or special requests are resolved in a timely and professional manner and/or reported to the appropriate management within 24-48 hours.

When the special event coordinator is unavailable, will coordinate special events to ensure traffic flows in and out of parking facilities with minimal interruptions; during inclement weather and unusual events, will direct the operation and keep the senior level staff advised of any issues relating to these events.

Minimum Hiring Standards

Must possess excellent customer service skills and demonstrate strong written and verbal communication skills; communicating with sufficient clarity to be understood by others on the telephone, radio, or in-person
Ability to diplomatically liaise with police, students, staff, faculty, and the general public
Ability to handle multiple incidents simultaneously, set priorities, and professionally handle stressful situations on a daily basis
Knowledge to perform basic daily maintenance and operation of pertinent equipment
Ability to successfully supervise staff and ensure completion of diverse departmental requirements
Knowledge of policies and procedures relating to the operations of parking facilities, including proper cash handling practices and documentation; ability to reconcile and audit daily cash receipts
Must possess the ability to instruct and supervise staff on demonstrating proper, safe multiple passenger vehicle driving and parking techniques in an urban and academic environment during day and night time hours, under diverse weather conditions
Must possess knowledge of all federal, state, local and university regulations governing the operation and safety of vehicles
Ability to learn RideCell software systems and successfully manage multiline telephone system and dispatch services
Knowledge of the Commonwealth of Virginia’s Motor Vehicle laws, and requirements of obtaining a Commercial Driver Licensing ( CDL ) Class B driver’s license
Advanced computer and time management skills required
Must be available to work a flexible schedule that may include weekends, holidays, and shift work when needed
Successful completion of background check
The ability to successfully complete all training
Must be able to lift 50 lbs
Previous supervisory experience required
Bachelor’s degree in transportation, business, or a related field or a combination of experience and education
Valid Virginia Driver’s License, with a good driving record that contains 0 or + points required
Satisfactory completion of criminal history background check
Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU

Preferred Hiring Standards

Ability to interact with coworkers and subordinates to accomplish the goals of the department
Supervisory experience in a parking and transportation operational position preferred
Ability to organize, record, and compile data to provide meaningful reports to senior management
Cash handling and customer service experience required, in a university setting preferred

Required Licenses/ Certifications

Valid Virginia Driver’s License, with a good driving record that contains 0 or + points
