Job Description

The Public Safety Information Technology Portfolio Manager supports and represents key public safety stakeholders in critical projects across the university. This position manages stakeholder relationships for critical public safety applications and systems and provides an interface to development teams as it relates to project management. Supported functions include emergency alert and notification systems, security camera systems and interface software, and emergency communications systems. This position requires close communication and daily interaction with the division of information technology, emergency management, and police department to ensure that business goals are clearly defined, communicated and achieved for Public Safety as a whole at the University.
The successful candidate must be able to communicate and collaborate with stakeholders from numerous business units across the university. This position also serves as the focal point of change management and requirements gathering for supported public safety systems across the university enterprise. This position will facilitate the change management process to ensure adequate documentation, testing, and approval are in place. The successful candidate will be called upon to provide project management support for information technology projects relating to public safety applications, systems, or other initiatives. These tasks will include activities such as functional/process requirements collection, communication, schedule and work breakdown coordination, as well as monitoring and controlling.
In collaboration with stakeholders, the successful candidate should be capable of facilitating strategic and life cycle planning of software, hardware, and other resources related to supported applications and systems. This may include developing and maintaining inventories, projecting costs, identification of technological solutions and replacements, and serving as a consultant and key advisor to supported public safety agencies.

Required Qualifications

Bachelor's degree in information technology, business, systems engineering, a related field, or equivalent combination of education/training and work experience.

Experience supporting and planning public sector projects, with emphasis on requirements collection.

Demonstrated Project Management and/or Change Management experience.

Previous experience preparing reports/documents and presenting information.

Ability to effectively communicate with management and stakeholders.

As this position is designated as emergency personnel, the successful candidate must be able to work evenings and weekends as necessary to respond to critical incidents.

Preferred Qualifications

Advanced degree in information technology, business, systems engineering, or a related field.

Experience supporting and providing guidance to public safety stakeholders.

Relevant professional certification such as ITIL, Scrum, Agile, or PMP.

Experience with formalized project management methodologies.

Experience with formalized change management methodologies.
