Department Summary
The Parking and Transportation Services Department supports the University's mission of transforming lives; ensuring student learning and success by providing and managing access to CSUSB San Bernardino and Palm Desert campus; and managing the planning, design, and operation of the facilities and programs associated with parking, transit services, Ridesharing, carpooling, and various alternative transportation programs. The Department has approximately 20 full-time staff and 20 student assistants assigned under parking enforcement, parking administration, alternative transportation, and information centers.
This position is crucial in ensuring that the department meets its vision of providing effective and efficient parking transportation services that maximize value, meet our customer's expectations, and maintain sustainability whilst attaining efficient use of its existing financial resources. The incumbent will be responsible for managing: the department's over $7 Million budget, financial operations, and providing strategic and administrative support to the Parking Director.
Job Summary
Under the general supervision, of the Parking Director, the incumbent will independently provide a range of administrative, professional, and technical support to the department. Responsibilities include the following:

Employment Status: Full-time, “exempt”, probationary position with the possibility of converting to permanent status.
First Review Deadline: This position will remain open until filled. Applicants will be reviewed beginning June 29, 2021.
Work Schedule
- Work schedule from 8:00 am to 5:00 pm and may consist of shift work including nights, weekends, and holidays.
Key Qualifications
- Working knowledge of and the ability to manage budgets by applying standard theories, principles, practices, and fiscal related techniques to develop conclusions and make recommendations.
- Thorough knowledge of policies, procedures, and outside regulations about ensuring compliance with the department's fiscal operations.
- Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
- Use of appreciable judgment in the development of policies and procedures related to issues frequently not covered by existing policies and procedures. Precedents and policies to guide development activities may be available for reference.
- Use of appreciable ingenuity and innovation to conceive of new approaches and solutions to address complex problems and issues.
- Skill in the research, development, and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
- Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
- Ability to train others on new skills and procedures and provide lead work direction.
- Demonstrated ability to establish and maintain effective working relationships across various campus departments and groups.
- Ability to effectively compile complex fiscal data, interpret, compose, edit, and present reports, papers, and any other documents as needed for the decision-making process;
- Strong critical thinking, analytical, research, problem-solving, and conflict resolution skills.
- Ability to manage relationships with outside entities or agencies and manage sensitive information and situations by maintaining confidentiality.
- Excellent communication and interpersonal skills (including being a good listener) to interact and communicate effectively with faculty, staff, students, and external constituencies, both verbally and in writing.
Education and Experience
- A Bachelor's degree from an accredited four-year college or university in a related field e.g. accounting, finance, or business administration, or equivalent.
- A minimum of three (3) years of progressively responsible related experience.
- Experience in managing staff in a complex environment and de-escalating difficult customer interactions.
Preferred Qualifications
- Three (3) or more years of experience in governmental budgeting and financial operations management and have experience which demonstrates the ability to manage complex projects with a high degree of independence and to exercise sound judgment in recommending viable solutions.
- Experience or knowledgeable with T2 Flex, CashNet, PeopleSoft, VenTek, and ParkMobile.
- The ideal candidate needs also be self-motivated and demonstrate initiative; be customer service oriented, possess strong interpersonal and communication skills; and be able to effectively coordinate and confer with groups and individuals of various levels.
Salary
Anticipated Hiring Range: $4,800.00 - $5,500.00 monthly
Classification Range: $4,693.00 - $8,489.00 monthly
