Department Summary

The Parking and Transportation Services Department supports the University's mission of transforming lives; ensuring student learning and success by providing and managing access to CSUSB San Bernardino and Palm Desert campus; and managing the planning, design, and operation of the facilities and programs associated with parking, transit services, Ridesharing, carpooling, and various alternative transportation programs. The Department has approximately 20 full-time staff and 20 student assistants assigned under parking enforcement, parking administration, alternative transportation, and information centers.

This position is crucial in ensuring that the department meets its vision of providing effective and efficient parking transportation services that maximize value, meet our customer's expectations, and maintain sustainability whilst attaining efficient use of its existing financial resources. The incumbent will be responsible for managing: the department's over $7 Million budget, financial operations, and providing strategic and administrative support to the Parking Director.

Job Summary

Under the general supervision, of the Parking Director, the incumbent will independently provide a range of administrative, professional, and technical support to the department. Responsibilities include the following:

Fiscal Oversight
  • Responsible for the preparation, analysis, and oversight of a budget of over $7 million in annual income, over $3 million in annual operating expenses, and $2.1 million in annual debt service. Duties include, but not limited to, developing the department's fiscal year budget and analyzing organizational spending to ensure that it is within the budget.
  • Evaluate revenue and expense forecasts to develop scenarios, concepts, and recommendations for annual maintenance and repair programming.
  • Maintaining the accuracy of budget data and reporting to management on variances and concerns is critical with far-reaching campus and systemwide impacts if errors are made in forecasting the year-end debt coverage ratio.
  • Provide technical and analytical feedback to the Principal Cost & Policy Analyst in the University Budget Office in reviewing and responding to proposed changes in the annual campus cost allocation plan for self-support entities.
  • Develop and analyze monthly financial reports from the CFS System and translates that data into detailed revenue and expense levels.
  • Independently collect data, develop a framework, complete analysis and recommendations to the Director on future revenue generation, funding of projects, and adjustments to be made on the budget based on the monthly financial statements. This includes forecasting for future construction or service projects.
  • Unlike campus general fund programs, parking requires extensive analysis of cash flows and revenue forecasting. Review cash flow amounts and transactions, and deposit procedures, and controls from cash revenue streams.
  • Prepare and report to the General Accounting Office the Citation Aging Report for purposes of booking citation bad debts.
  • Calculate and process the payment of the Monthly County Courthouse citation surcharges to both San Bernardino and Riverside counties.
  • Review and make recommendations to the Director to approve or deny all expenditures; prepare purchase requisitions; assure that vendors are paid promptly, verifying and approving invoices for payment by Accounts Payable. Monitor encumbrances and assure purchase orders are closed when necessary, particularly at year-end. Prepare and submit procurement card reports every month.
  • Serve as the primary point of contact between Parking and the departments of Budget, Purchasing, Accounts Payable, Bursars, Payroll, Travel, General Accounting, etc. to resolve any problems or concerns.
  • Represent the director at meetings involving budget administration with the Budget Office and other entities as necessary; attend meetings involving budget with the Director.
  • Develop proforma schedules and documents to aid in the planning of parking fee changes, and forecasting of future parking revenue, expense, and debt service streams in planning for future parking facilities. These proformas have wide-reaching systemwide impacts and require interaction with campus General Accounting and Chancellor's Office staff, for eventual presentation to the Board of Trustees.

  • Administrative
  • Function as the office manager, overseeing the day-to-day operations of the front office; this entails but is not limited to hiring, providing work direction, training, and supervision of office staff and several student assistants.
  • Make recommendations to hire, evaluate and remunerate staff.
  • Initiate and coordinate extending the appointments of temporary staff; initiate actions by entering a requisition in CSU Recruit; prepare job descriptions for posting, selecting, and interviewing of candidates; notify HR of applicant final selection and recommend salaries for candidates.
  • Coordinate with Human Resources on all matters related to Stipends, In-Range-Progression, reclassifications - entering the appropriate requisitions in CSU Recruit.
  • Advise the director of potential problems and/or concerns in office operations and budgetary matters; assist the director in communicating and coordinating the exchange of information to staff, providing ad hoc reports as necessary on matters such as the status of the budget, policies, personnel matters, etc.

  • Permit Management
  • Responsible for ordering all parking permits which requires analysis of past sales, projected enrollment, and other external demand factors to determine parking permit inventory levels.
  • Coordinate with vendor and Public Affairs office to initiate, evaluate and approve permit designs.
  • Manage the marketing plan for selling permits online, by sending out email blasts and updating the website to reflect the appropriate information.
  • Track the overall online permit sales and make recommendations on changes based on sales trends.
  • Reconcile permit sales revenue in the T2 database with revenue posted in General Ledger.

  • Information Technology
  • The Budget serves as the T2 Flex System Administrator working in collaboration with the Equipment Systems Specialist to ensure the permit and citation functionalities are working seamlessly.
  • Assists the Equipment Specialists administer all aspects of hardware and software for the iPad mobile enforcement platform at San Bernardino and Palm Desert campuses.
  • Upon the advisement of the Equipment Specialists reviews impact of regular upgrades and patches to parking systems.
  • Leads systems updates and rolling out new technologies as needed.

  • Learning, Development, and Other Duties
  • Represent the department in various on-campus committees and meetings as well as in the absence of the director; represent the university in CSU and professional parking and transportation-related meetings or groups.
  • Attend various training that may be required or optional in order to satisfactorily complete the assigned duties and responsibilities of the position.

  • Employment Status: Full-time, “exempt”, probationary position with the possibility of converting to permanent status.

    Work Schedule
    • Work schedule from 8:00 am to 5:00 pm and may consist of shift work including nights, weekends, and holidays.

    Key Qualifications
    • Working knowledge of and the ability to manage budgets by applying standard theories, principles, practices, and fiscal related techniques to develop conclusions and make recommendations.
    • Thorough knowledge of policies, procedures, and outside regulations about ensuring compliance with the department's fiscal operations.
    • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
    • Use of appreciable judgment in the development of policies and procedures related to issues frequently not covered by existing policies and procedures. Precedents and policies to guide development activities may be available for reference.
    • Use of appreciable ingenuity and innovation to conceive of new approaches and solutions to address complex problems and issues.
    • Skill in the research, development, and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
    • Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
    • Ability to train others on new skills and procedures and provide lead work direction.
    • Demonstrated ability to establish and maintain effective working relationships across various campus departments and groups.
    • Ability to effectively compile complex fiscal data, interpret, compose, edit, and present reports, papers, and any other documents as needed for the decision-making process;
    • Strong critical thinking, analytical, research, problem-solving, and conflict resolution skills.
    • Ability to manage relationships with outside entities or agencies and manage sensitive information and situations by maintaining confidentiality.
    • Excellent communication and interpersonal skills (including being a good listener) to interact and communicate effectively with faculty, staff, students, and external constituencies, both verbally and in writing.

    Education and Experience
    • A Bachelor's degree from an accredited four-year college or university in a related field e.g. accounting, finance, or business administration, or equivalent.
    • A minimum of three (3) years of progressively responsible related experience.
    • Experience in managing staff in a complex environment and de-escalating difficult customer interactions.

    Preferred Qualifications
    • Three (3) or more years of experience in governmental budgeting and financial operations management and have experience which demonstrates the ability to manage complex projects with a high degree of independence and to exercise sound judgment in recommending viable solutions.
    • Experience or knowledgeable with T2 Flex, CashNet, PeopleSoft, VenTek, and ParkMobile.
    • The ideal candidate needs also be self-motivated and demonstrate initiative; be customer service oriented, possess strong interpersonal and communication skills; and be able to effectively coordinate and confer with groups and individuals of various levels.


    Anticipated Hiring Range: $4,800.00 - $5,500.00 monthly

    Classification Range: $4,693.00 - $8,489.00 monthly
