The Los Rios Community College District is the second-largest, two-year public college district in California, serving approximately 75,000 students in the greater Sacramento region. The District’s 2,400 square mile service area includes Sacramento and El Dorado counties and parts of Yolo, Placer, and Solano counties and is comprised of four uniquely diverse colleges – American River, Cosumnes River, Folsom Lake, and Sacramento City colleges. In addition to each college’s main campus, the District offers educational centers in Placerville, Davis, West Sacramento, Elk Grove, Natomas, and Rancho Cordova.

Position Summary

Under the general direction of the Associate Vice Chancellor of Information Technology, the Director of Service Delivery serves as the lead IT administrator for academic technologies, client support, workstation support, IT delivery services, and District Office Information Technology ( DOIT ) operations. The Director of Service Delivery will lead the planning, design, implementation, and management of technologies and services that enable integrated and scalable solutions, maximize effectiveness, and improve service and quality.

Assignment Responsibilities

Typical duties may include, but are not limited to:

PROJECT OVERSIGHT :
• Managing district-wide IT projects to ensure timely delivery of services.
• Directing and overseeing the cost effective acquisition, maintenance, support and replacement of applications, software, and technologies.
• Directing and evaluating the research, design, and development of new technologies, service level determination and complaint management.
• Overseeing all third party technology services, including technology solution service contracts and licensing agreements.
• Providing direct oversight, management, and responsibility for functions relating to Academic Technologies, Client Support/Help Desk, Workstation Support/End User Support, Portfolio Management, DOIT Operations (Strategic Planning, Budget, Vendor Management, Procurement, etc.) and IT Delivery functions including but not limited to Project Management.
• Overseeing research and development activities including monitoring and proliferating industry trends, practices, and technologies.

LEADERSHIP / COORDINATION :
• Supporting the effective, efficient, and innovative implementation of technology in support of both educational and administrative functions.
• Planning and overseeing procurement processes including the selection, negotiation, and acquisition of hardware, software, and services.
• Performing contract and vendor management functions.
• Planning, monitoring, and addressing service delivery levels.
• Managing the IT-related financial activities and prioritize spending using formal budgeting practices.
• Managing the lifecycle of applications for purchased and developed software, and/or enhancements to existing applications.
• Leading and performing strategic and operational planning activities.
• Leading efforts to constantly assess existing and emerging technologies and identify those that can contribute most effectively to exceptional user experiences and meet the goals at the District and college level.
• Leading activities to identify, evaluate, configure, and deploy innovative technical solutions in response to customer needs.

COLLABORATION / TEAM BUILDING :
• Communicating and collaborating effectively with leadership, faculty, and staff across the District to support strong partnerships between IT and the community, and to ensure that the Department of Information Technology is positioned to meet the current and future technology related needs of the District’s students, faculty, staff, and stakeholders.
• Planning, directing, and coordinating the lifecycle management of computing devices and communication systems associated with the offices to ensure the stable operation of the organization’s IT assets.
• Negotiating complex deals and service level agreements (SLAs) with internal and external partners and vendors.
• Working directly with faculty, staff, leadership, and vendors to deliver quality services and will serve as Architect, Sponsor, and Change Champion for innovation, business process reengineering, technology adoption, and client support.
• Working with stakeholders on districtwide and departmental efforts, which include but are not limited to college IT teams, vendors, and partners to arrive at the most appropriate system and application design or integration.
• Leading and participating in organizational governance processes and meetings with careful attention to understanding and balancing the interests of multiple stakeholder groups.
• Leading teams to facilitate and implement technology initiatives and processes to achieve strategic goals and business objectives in addition to responding to system issues and working with support teams to minimize business impact.
• Leading strategic and business planning activities and responsible for leading and optimizing IT governance processes.
• Maintaining productive relationships with providers and suppliers of software, hardware, and consulting services.

PROJECT DOCUMENTATION / DELIVERABLES :
• Deploying and supporting district applications, technologies, and equipment/hardware.
• Providing timely and effective response to user requests, and effective and efficient resolution of all IT business impacting incidents.
• Ensuring the continual functioning of mission-critical operations and mitigate the risk of negatively impacting the stability of the business environment.
• Developing, deploying and reinforcing industry best-practices, to ensure that quality is maintained in accordance with the professional standards, philosophy, and goals of Los Rios Community College District.
• Defining, prioritizing, and documenting project requirements, working with all stakeholders to ensure the methodology and rationale behind decisions are clearly understood and accepted.
• Ensuring users have access to the right data at the right time for the right reasons and with optimal performance.
• Planning and implementing appropriate accessibility technologies and practices.
• Planning and managing budgets and equipment replacement plans.
• Aligning strategic IT plans and budgets with business objectives and clearly communicate the IT objectives and associated accountabilities.
• Leading and/or performing reporting activities.

TRAINING / STAFF DEVELOPMENT :
• Proliferating IT best practices, standards, and methodologies.
• Recruiting, evaluating, and developing staff.
• Maintaining IT policies, procedures, and standards.
• Implementing and proliferating strategies related to Diversity, Equity, and Inclusion.
• Driving and leading a performance culture through appraisals and other coaching.
• Creating an engaging workplace and encouraging others to contribute creative and innovative approaches to achieve continuous improvement.
• Planning, organizing and directing all activities related to developing, evaluating, disciplinary actions, and continuing education initiatives.
• Demonstrating proficiency in development, pioneering, and presentation skills for creative facilitation, organization, and reporting.

Performing other duties as assigned.

The administrative assignment may include day, evening, weekend, and/or off-campus work and/or hours.

Minimum Qualifications

1. Have a bachelor’s degree from an accredited institution completed by July 12, 2021.

2. Have one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.

3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.

Physical Demands Salary $145,664 to $157,672 annually. LRCCD Salary Schedules Additional Salary Information Additional stipend for an earned doctorate from an accredited university.
