Position Summary:

OSU-Cascades is seeking a Lieutenant of Campus Safety & Crisis Intervention. This is a full-time 1.0 FTE, 12-month, professional faculty position.

A safe campus and campus community are critical to the success of OSU-Cascades students, faculty, staff and visitors. The Lieutenant of Campus Safety & Crisis Intervention will be accountable for the management and refinement of a comprehensive campus safety strategic plan to ensure the well-being of the campus community and protection of the physical assets of the OSU-Cascades campus in consultation with the Associate Vice President of Finance and Strategic Planning and the OSU Chief of Police.

The Lieutenant will actively listen to university stakeholders integrating diversity, equity, inclusion and antiracist philosophy into all campus safety functions.

Reporting to the Associate Vice President for Finance and Strategic Planning, the Lieutenant is a non-sworn position that leads the daily operations of the Public Safety Department. The Lieutenant develops local rules and implements campus-wide policies and procedures relating to department’s administrative operations and ensures effective, efficient, and professional delivery of services to the OSU-Cascades campus. Areas of accountability include but are not limited to the coordination and implementation of a comprehensive training program for DPS staff; oversight and coordination of security systems, reports and files; management and oversight of accreditation standards, oversight of the Clery Act, and supervision of staff.      Note: This is not a sworn law enforcement position. DPS staffs special campus security officers as defined in ORS 352.118 who operate within the scope authorized by Oregon State University management.

The Lieutenant oversees crime prevention efforts, and coordinates matters involving investigations of police, fire, and medical incidents on campus.

The Lieutenant serves as the campus emergency preparedness leader, coordinating the incident command structure and training, and emergency and disaster response on behalf of the institution.

The Lieutenant participates on the OSU-Cascades Student Care Team, Finance and Administration Leadership Team, OSU Threat Assessment Team, and serves as the campus representative in regional threat assessment (e.g. Central Oregon Regional Adult Threat Assessment Team and Emergency Manager’s Meeting).

The Lieutenant will establish strong collaborative working relationships with all facets of the OSU-Cascades community and local stakeholders in diversity, equity and inclusion, mental health, social services, crisis intervention, stress management, police, fire, and the district attorney’s office.

WHY OSU-Cascades: OSU-Cascades, located in Bend, Oregon, is a branch campus of Oregon State University. Established in 2001, the university currently enrolls more than 1,300 students in bachelor’s and master’s degree programs. The campus expanded to a four-year university in 2015, and opened its new campus in 2016. OSU-Cascades is expanding onto a 128-acre campus and has enrollment goals to reach 3,000 to 5,000 students by 2025. OSU-Cascades is engaged in building a culturally diverse and community-centric educational environment.

Minimum Qualifications:

  • A Bachelor’s degree from an accredited college or university.
  • Minimum of 5 years of progressively responsible supervisory experience as a first responder.
  • Effective oral and written communications skills.
  • Resourcefulness, tact, and skill in dealing with college-age population, general public and distressed individuals.
  • A demonstrated dedication to fostering a culture of anti-racism with experience integrating diversity, equity, inclusion, and anti-racism efforts into community safety programs.
  • Commitment to the OSU-Cascades’ values for diversity and equity, and social justice, and ability to incorporate those principles into the operations of the department.
  • Familiarity with a health and wellness-based, and trauma informed approach to community safety.
  • Ability to demonstrate respect for, relate to, and interact effectively with diverse populations.
  • Demonstrated experience developing, monitoring and reconciling annual operation budgets.
  • Relevant experience interpreting applicable laws and developing departmental policies.
  • This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OSU STANDARD 576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months. Offers of employment are contingent upon meeting all minimum qualifications including the Criminal History Check Requirement.
  • This position requires driving a University vehicle or a personal vehicle on behalf of the University; therefore, the incumbent must successfully complete a Motor Vehicle History Check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions (as per Voluntary and Compulsory Driver Standards OSU STANDARD 125-155-0200) as per OSU STANDARD 576-056-0000 et seq. Offers of employment are contingent upon meeting all minimum qualifications including the Motor Vehicle Check Requirement.
