Position Summary

The Office of Resource Planning works alongside Senior Leadership to coordinate the annual university resource planning process and to develop multi-year business plans for each academic and academic support units. The resource analyst will be expected to establish and maintain collaborative functional relationships with Unit Business Officers. Resource Planning facilitates planning and strong financial processes to support the university’s financial sustainability and flexibility in today’s higher education environment. Analysts will have a commitment to provide accurate, timely, and meaningful budget and financial information that enables the university to achieve its instructional, research and public service goals.

Some of the more specific duties the incumbent will undertake include the following:
• Budget development – Coordinates campus-wide budget processes by determining timelines, gathering and validating preliminary budget data, establishing budgeting guidelines, training and advising campus personnel, reviewing and approving final budget data.

• Budget monitoring – Periodically reviews budget to actual balances and year-end projections to identify potential areas of concern. Work with campus units to develop strategies that ensure best practices in the use of university resources.

• Unit support – Serves as a primary resource for fiscal staff in university departments by providing budget guidance, policy interpretation, organizational restructuring, training and mentoring related to budget and resource analysis

• Data – Creates and maintains both simple and complex databases. Identifies central processes which may be best accomplished through web-based applications. Works with web developers to define application requirements, beta test new applications and upgrades, create training resources and conduct trainings, and roll-out final product to campus users.

• Consult and communicate with the campus units regarding proposed budget and financial management policy changes to assess the impact on their organization.

• Work with academic and academic support units to ensure the development of appropriate strategic and operating plans as part of the annual resource management process.

• Analyze requests for resources from academic and academic support units and make recommendations in terms of resource availability and effective use of resources to achieve institutional goals and objectives.

• Analyze financial performance metrics to incorporate approved programmatic performance metrics (such as characteristics and performance of students, faculty and staff) into resource analysis and budget request recommendations.

• Analysis and reporting – Extracts and analyses data from numerous large data sources to prepare both recurring and ad hoc fiscal reports for campus, SUNY System, and other users as needed.

Minimum Qualifications

• Bachelor’s degree with experience in some of the following areas:

• Knowledge of :
o Generally accepted accounting principles and budgeting practices
o Microsoft Office applications – specifically Excel, Word and Outlook
o Standard English usage and grammar

• Effective communication orally and in writing with people of varying backgrounds and abilities
• Applying Federal, State and University policies and principles of governmental accounting
• Ability to work in a fast-paced, changing work environment
• Adaptability and creativity for problem solving
• Strategic business planning and development

Preferred Qualifications

• Master’s Degree in Business Administration or other applicable field
• Experience in:
o Analysis and forecasting of financial data
o Preparation of financial reports and pro formas
o Managing of institutional company-wide budget processes
