Departmental Overview

The Office of the Vice Chancellor for Student Affairs provides leadership and administrative support to forty (40) units with over 1,500 career positions, and an additional 1,500 students and 250 limited staff; and an annual operating budget of $350M. In addition, the Financial Aid Office directly awards over $400 million from over 700 funding sources to 42,000 undergraduate and graduate students at the University of California, Berkeley. Similarly, the SA Division manages the external relations of a unique scholarship and recruitment program, Fiat Lux, which provide annual scholarships and program services to an educationally-disadvantaged student population.

The Vice Chancellor of Student Affairs is supported by the Chief of Staff (COS-SA), the Chief Financial Officer (CFO), and the other members of the Vice Chancellor's Executive Team, who are the senior leaders in the division. This includes the offices of Enrollment Management/Admissions, the Chief Operating Officer, The Dean of Students, Financial Aid, the University Registrar, University Health Services, and the Special Advisor of Diversity, Equity, Inclusion and Belonging.

Areas of Functional Oversight
The Chief of Staff position reports to the Vice Chancellor for Student Affairs (VC-SA). The incumbent is responsible for directing and managing the overall operations of the VC-SA's immediate office; and ensuring optimal service and support are provided to unit directors and managers within the SA Division. The incumbent is responsible for coordinating strategic planning and thinking for the OVC-SA and represents the VC-SA in appropriate interactions. The incumbent also assists in student grievance and conduct appeals to the Vice Chancellor.
  1. Executive Advising, Policy Analysis and Project Management - The COS-SA provides strategic counsel and advice to the Vice Chancellor and the Associate/Assistant Vice Chancellors. The COS-SA is responsible for overseeing and/or conducting research and analysis to address policy issues and action strategies that affect research related areas. Supports issues management including identification and framing of systemic issues, and the formulation and advancement of approaches to address them.
  2. Academic Support and Collaboration - The COS-SA has primary responsibility for ensuring Student Affairs is working closely with the Division of Undergraduate Education, Graduate Division, the Division of Equity & Inclusion, the Deans of the College, and other academic staff to support students. Establishes and develops relationships with academic departments and staff to ensure collaboration with and support of academic efforts. Helps Division set student learning outcomes aligned to academic outcomes.
  3. Administration of the VC-SA Immediate Office - The COS-SA supervises the OVC-SA support staff and provides guidance and counsel to the VC-SA on short and long-range planning for resources in the Immediate Office of the VC-SA and also the other SA units.
  4. Strategic Communications and Community Relations - The COS-SA oversees the Student Affairs Communications team and partners with centralized campus resources including Public Affairs and Government Relations. Is a strategic thinker for the Division (with a well-rounded view of the organization and student services functions) who provides support for identifying and vetting information on sensitive UC/campus and community issues.
  5. Financial Management - The COS-SA supports the SA CFO to establish sound financial plans for all units reporting to the VC-SA, including a comprehensive financial plan for the control unit and maintaining a transparent budget process. This also includes working closely with the Chief Operating Officer in developing revenue generating strategies and goals.
  6. Independent Hearing Officer - The Independent Hearing Officer and SVSH Hearing Coordinator reports to the COS-SA.


Executive Professional Staffing to the Vice Chancellor-SA, in an Advisory Capacity
  • Provides counsel to the Vice Chancellor-SA and to senior SA management in the areas of strategic planning, organizational development and implementation. Manages organizational redesigns and change management for the SA Control Unit.
  • Proactively provides the Vice Chancellor-SA with timely and balanced views of current and emerging campus trends/issues/problems, as well as viable options for addressing them.
  • Monitors, analyzes, and makes recommendations to the Vice Chancellor-SA on policy development and “hot button” campus issues, including strategy development and management of risk.
  • With the Communications team, drafts OP-Eds and talking points for the Vice Chancellor's speaking engagements.
  • Provides general oversight of the VC-SA's Immediate Office and is the focal point for student service requests to the SA Control unit.
  • Sets meeting agendas for the Executive Team and other divisional leadership meetings and events.

Strategic Planning & Assessment
  • Coordinates and tracks short and long-term strategic planning for the Division of Student Affairs, including oversight of the planning process and development of a strategic plan. In collaboration with the Chief Operating Officer (COO), ensuring schedules and plans are established, parties are informed and prepared, and any barriers (that is, resource allocation, training, staffing, et cetera) are brought to the attention of the appropriate group for resolution. And, in turn, disseminating it to departments with a related communication plan and training.
  • Creates and manages the assessment and evaluation plan for the division.

Organizational Planning/Change Management
  • Represents SA control unit in campus organizational planning and negotiates for the control unit in inter-control unit transitions to obtain appropriate allocation of resources (financial, human and space, i.e., re-organizations, start-ups of large scope units or administrative models). In collaboration with the Director of Business Operations, manages control unit organizational planning which may result in restructuring and realignment, including advising the Vice Chancellor-SA on implications of proposed changes, handling sensitive personnel discussions, reassignments and design and development of new organization.
  • Provides framework for policy and administrative change, involved with change management; develops strategies to remove barriers to goal achievement. Provides transition oversight and coordination to support desired change.

Leadership Management
  • In partnership with the CFO and COO, establishes sound financial plans for all units reporting to the VC-SA, including a comprehensive financial plan for the control unit and the establishment of a transparent budget process. COS-SA supports the VC-SA by developing processes and criteria for the spectrum of financial reporting required of the OVC-SA and its respective units including adherence to sound fiscal policy and practices.
  • Similarly, in partnership with the senior administrative officer for SA, develops approaches to, and implements, succession planning for the SA control unit. Participates in leadership transition planning. Personally handles senior management appointments, including advising VC-SA on highly sensitive personnel issues and recruitment and retention of his direct reports.
  • Oversees executive searches; defines the position, develops the recruitment plan, assists with forming and staffing the selection committee; may chair or participate in the selection committee. Hires and works closely with search firms and chairs of search committees to achieve desired results.
  • Acculturates “new hire” leader in Campus and Regental protocols, overall operations within areas of responsibility, and initiative and program planning and management. Liaisons senior management compensation issues with campus Compensation through UCOP and Regental approval process.
  • In partnership with the Executive Director of Development for SA, supports the Chancellor's campus-wide and VC-SA's departmental and unit “student-centric” fundraising priorities, strategies and initiatives.

Issues Management
  • Both divisionally and globally: provides campus-wide influence on the identification and framing of systemic issues, and the formulation and advancement of approaches to address them. Commitments include facilitating aspects of recent legal, policy, and other compliance issues, complaint resolution including potential lawsuits, and support for achieving priorities of other campus Vice Chancellors, Provosts, and the Chancellor. In conjunction with appropriate departments (Legal, Public Affairs, Government Relations), provides senior support for high-profile (media coverage, protests, legislative interest, etc.) student-related issues.
  • Prepares briefings for the VC-SA, EVC & Provost, and the Chancellor on request.
  • Makes recommendations to the VC-SA on student conduct appeals and student grievances.

Represents Vice Chancellor-SA and SA Control Unit
  • With primary responsibility for ensuring Student Affairs is working closely with the Division of Undergraduate Education, Graduate Division, the Division of Equity & Inclusion, the Deans of the College, and other academic staff to support students. Establishes and develops relationships with academic departments and staff to ensure collaboration with and support of academic efforts.
  • Helps Division set student learning objectives aligned to academic outcomes.
  • Has the authority to make decisions, on high-level task forces and on various campus committees, i.e., the Pandemic Flu, Emergency Preparedness Plan (with a policy level), and Business Resumption Committees. Interacts with SA executive management and senior administrators and managers to obtain information, in order to convey VC-SA's position, and facilitate understanding of various points of view.
  • Develops partnerships inside and outside SA control unit to achieve mutual goals.

Special Projects - Critical Issues for the Vice Chancellor-SA and Senior Management
  • On a requested special project basis, handles issues of substantial complexity and/or high management visibility. Typically assignments are highly sensitive, involve privileged information and/or the activity crosses organizational and functional lines and warrants management at the Vice Chancellor's Cabinet level.
  • Independently performs the most complex research and studies for both internal department and external campus constituents.
  • Negotiates directly to achieve solutions to complex campus problems with high level stakeholders such as faculty, senate committee chairs, senior administrators, other UC locations, Office of the President, public agencies and the community.
  • Provides management briefings on current and emerging issues.
  • Manages all aspects of sensitive issues, e.g., Financial Aid agreements with outside institutions, tracking documents forwarded from the Chancellor's Office, drafting new senior management position descriptions and organization charts reflecting reorganized SA units, oversight of the new VC-SA's portfolio at the direction of the Vice Chancellor-SA' and management of all inter and intra divisional realignments and restructures.

Management of the Office of the Vice Chancellor

Provides executive coordination to the strategic communications, business and analysis functions within the Vice Chancellor's Immediate Office. These responsibilities include:
  • Provides strategic oversight for the development of the annual budget; determining expense priorities, recommending and implementing changes to methods, unit planning, staffing, programs and other financial activities - for the Vice Chancellor's office budget ($1.5 MM).
  • Provides leadership in creating an atmosphere of cooperation and teamwork.
  • Ensures effective operations and first-rate administrative staff support for the Vice Chancellor, subsidiary units, and the Chancellor's Office.

Communications Management
  • Provides strategic, executive level management for the Communications unit. Working with the Director, ensures the unit is serving the needs of the entire Division.
  • Ensures collaboration and alignment with centralized campus resources including Public Affairs and University Development and Alumni Relations. Provides executive level strategy and direction.

Professional Development/Professional Contribution
  • Maintains a full and current portfolio of skills and knowledge to best support the Vice Chancellor.
  • Requires staying well-informed and keeping abreast of higher education current and emerging issues in order to provide the Vice Chancellor and Senior Management broad perspective across the Campus.
  • Includes participation in the activities of higher education professional associations such as the National Association of Student Personnel Administrators (NASPA), the American College Personnel Association (ACPA), and other professional development as needed.

Required Qualifications
  • Substantial years of first-hand experience as a senior administrator or in support of senior administrators at a college or university or a similar complex, matrixed organization.
  • Familiar with student development theory and philosophy.
  • Demonstrated experience creating collaborations to achieve academic goals.
  • Demonstrated skills in the principles and practices of effective management including: team leadership; collaborative leadership; change management, continuous quality improvement initiatives; delegation; implementation; establishing goals, objectives and standards; supervision; and evaluation of programs and of individual performance.
  • Demonstrated experience in promoting equity and inclusion.
  • Skills to effectively lead highly significant engagements from inception to conclusion.
  • Advanced analytical, problem-solving, project planning and implementation skills. Advanced consulting, relationship building, and strategic thinking skills.

  • M.A. degrees in student affairs or business or administrative management in higher education or similar degree or equivalent experience/training.

Preferred Qualifications
  • Demonstrated working knowledge of relevant UCOP, the Regents and UCB campus policies and regulations. Demonstrated working knowledge of relevant State and Federal policies and regulations.
  • Demonstrated working knowledge in a complex workforce environment including academics, professional staff, represented employees, and student workers.
  • General knowledge of working in a public higher education system.
  • Knowledge of the legal constraints and opportunities in higher education.
  • Knowledge of the organizational environment of higher education and universities to understand client priorities, issues, motivations and constraints.
  • Demonstrated leadership commitment to creating and sustaining staff and student diversity.
  • Knowledge on national trends in student affairs, admissions, financial aid policies, outreach, and diversity enrollment and issues.
  • Terminal degree (PhD, EdD, JD, MBA) preferred.
