Position Summary:

This is a Procurement Specialist position within the University of Wisconsin-Madison's Purchasing Services Department working to support the education, research, and public service mission of the University. Commodities and services assigned are subject to changing market conditions, which require technical knowledge when creating and developing requests for simplified and official sealed bids, Requests for Proposal, and the award of university contracts that follow. This work includes coordinating the work of RFP evaluation teams, evaluating technical and cost proposals, and negotiating with vendors. Position is responsible for contract development and administration, resolving disputes between contract users and vendors, and participating in addressing appeals of non-awards.

Position will monitor and administer resulting purchases to assure contract and policy compliance, including review of requisitions to meet state and federal purchasing regulations and law. This position will enforce department policies and authorize requisition and establish legally binding purchase orders. Position is called upon to serve on statewide committees and participate in meetings to explore procurement strategies, specification development, and contract language.

Position will provide coordination of adherence to purchasing policies and procedures and technical assistance to external UW-Madison staff. This position has technical knowledge of the laws, rules, regulations, and standardized procedures, principles, and practices of professional purchasing. This position may participate in the presentation of training and outreach for Purchasing Services and with other campuses. This position functions independently in decision-making and works under general supervision.

Minimum Years and Type of Relevant Work Experience:

1. Minimum of two years procurement experience.
2. Understanding of State of Wisconsin Procurement regulations and laws, or comparable experience working in a procurement environment where adherence to defined rules and standards is required.
3. Experience utilizing computer applications such as Microsoft Suite products, ERP, MRP, or procurement systems.
4. Demonstrable knowledge of common procurement contracting clause language, ability to read and interpret contract documents.
5. Ability to negotiate price, terms, and contract agreements with the vendor community.
6. Knowledge of cost analysis methods.
7. Understand and perform purchasing tasks using an automated purchasing system such as JAGGAER, Ariba, SAP, Oracle.
8. Ability to work effectively with others, participate in cross-functional teams, and lead vendor meetings. Ability to build and maintain effective cordial business relationships.
9. Professional written and verbal communication skills.
10. Effective and disciplined time management skills.
