 Description of Job: The Employment Specialist is responsible for the employment cycle process for full- and part-time support of Administrative Professional, Classified, and Faculty (as needed) positions, including posting vacancy announcements using the applicant tracking system (NEOGov), approval of search committees, confirming applicants minimum qualification requirements, approving interview pools and reference questions, processing reference checks, and extending job offers. The Employment Specialist also assists in preparing staffing plans and compensation studies, monitors open positions, conducts search and screen related training sessions, and serves as system administrator for the applicant tracking system and onboarding oversight to ensure necessary paperwork is completed.

Primary Duties

Recruitment and selection processes: 
Responsible for the entirety of the recruitment and selection cycle for full- and part-time Classified and non-Classified (e.g. faculty and professional staff) positions including:
  • Manages the full hiring process and candidate communications through NEOGov.
  • Determines appropriate recruitment strategies. 
  • Conducts job analyses. 
  • Develops and publishes job announcements. 
  • Reviews applications for minimum qualifications. 
  • Recommends and reviews candidate rating formats and offers direction on rating strategies. 
  • Completes referral processes (candidate movement) in NEOGov. 
  • Reviews interview and reference questions and guides individuals on appropriate interview questions and process. 
  • Responds to hiring manager, search and screen committee, and candidate inquiries.
  • Responds to applicant appeals (Classified only).
Search and screen policies and procedures: 
  • Develops and maintains search and screen manual.
  • Reviews and communicates proper policy and procedure for selection.
  • Informs and advises applicants, employees, supervisors, and managers in the areas of State Personnel Rules and Procedures, Equal Pay Act, and CSU Pueblo policies and procedures. 
  • Provides guidance and direction regarding dispute resolution by reviewing and interpreting appropriate rules and laws.
  • Processes background checks 
  • Ensures required new hire paperwork is completed in a timely manner, in compliance with federal, state and University requirements. 
  • Coordinates with HR staff to preserve new hire paperwork, completes checklists and conducts regular audits to ensure all documents are present in each new employee’s file.
  • Hosts monthly search and screen related training. 
  • Develops and delivers recruiting-related training materials.
ATS (NeoGov) Management :
Builds out and manages NeoGov to deliver electronic versions of approvals and notifications to relevant university leadership and employees.

  • Weekly reporting on status of in-process, open and closed positions
  • Weekly reporting to President on newly hired employees 
  • Monthly reporting for HRIE newsletter
  • Coordinates with all parties for visa-sponsored employees including attorneys, supervisors, employees, Executive Director and HR.
  • Ensures all required signatures are obtained and paperwork completed and submitted to immigration attorneys.
  • Ensure files are maintained with all immigration related documentation.
Occasional and Irregularly performed duties:

 Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights: Minimum Qualifications
  • Bachelor’s degree in Business, Human Resources, Public Administration, or related field.
  • Demonstrated ability to work effectively and independently with all levels within an organization.
  • Demonstrated organizational and communication (both oral and written) skills.
  • Demonstrated ability to maintain confidential information.
  • Ability to facilitate and lead educational sessions for varying audience types and sizes.
  • Demonstrated knowledge of relevant state and federal employment laws and governmental compliance requirements related to human resources management and employment functions including Colorado’s Equal Pay Act.
  • Demonstrated ability to analyze information, prepare reports, and make appropriate recommendations and decisions.
  • Intermediate proficiency in Microsoft Office products including Word, Excel, and PowerPoint. 
  • Demonstrated ability to work professionally with others and resolve interpersonal conflict.
  • 3+ years of related professional experience.
  • 2+ years of experience working with and maximizing applicant tracking system software.
Preferred Qualifications
  • Master’s degree or higher in Human Resources or related field.
  • Demonstrated commitment to equity and inclusion.
  • Demonstrated commitment to the mission and values of our regional comprehensive university.
  • NEOGov applicant tracking system experience.
  • Public sector experience, particularly within the state of Colorado.
  • Higher education experience.
