PURPOSE:

Under the general supervision of the Manager, General Accounting & Financial Reporting the General Accounting Team Lead is responsible for overseeing the day-to-day activities of General Accounting functions within the Accounting Department, including planning, assigning and reviewing the work of professional and technical staff. The Team Lead also performs advanced professional accounting work involving substantial judgment, discretion and the application of U.S. Generally Accepted Accounting Principles (GAAP) and sound accounting practices to the resolution of a wide variety of complex accounting problems.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  • Serves as a high-level contributor providing expertise and assisting the Manager, General Accounting & Financial Reporting with cash, general ledgers, subsidiary ledgers including accounts receivables, and leads team through GAAP year-end processes and submissions.
  • Provides work direction to, and monitors the day-to-day activities of, the general accounting area and assigned professional and/or technical staff to ensure work is adequately covered and deadlines are met. Assists in the selection of accounting staff and provides feedback to manager on performance evaluations of assigned staff. Provides training, guidance, and assistance to other Accounting and Finance staff. Leads preparation of GAAP financial statements for the campus in accordance with generally accepted accounting principles issued by the Governmental Accounting Standards Board. Leads in ensuring the accuracy of the GAAP ledger and system.
  • Responsible for general ledgers, taxation, and GAAP processes. Processes tax reports, which necessitate a strong knowledge of federal, state and local tax requirements (e.g. 1099-MISC reporting to IRS, non-resident alien reporting to Internal Revenue Service/Franchise Tax Board, sales and use tax reporting to California Department of Tax and Fee Administration [CDTFA], and unrelated business income tax (UBIT) processing and reporting, etc.)
  • Responsible for the analysis of accounts in LEGAL, FIRMS (Financial Information Record Management System), and GAAP Ledgers (e.g. identify abnormal balances for corrective action; program code variance analysis, GAAP analytics, etc.).
  • Prepares a variety of journal entries and journal uploads (e.g. GAAP Adjustment Entries, Expenditure Transfers including correcting entries, and Cash Posting Orders [CPOs], etc.), Prepared by Client (PBCs) schedules, supporting analyses and schedules for LEGAL and GAAP financial reports. Process claims to the State Controller's Office (SCO).
  • Maintains accurate and complete accounting records for CSUMB and interprets financial reports and statements. Audits records and processes, identifies problem areas, and recommends corrective and preventive action for assigned areas. Communicates and/or composes correspondence regarding accounting matters. Provides feedback when planning and coordinating financial audits and other fiscal control procedures.
  • Ensures that assigned accounting reporting systems and procedures are in compliance with established administrative policies and procedures and acceptable accounting standards. Updates procedures as necessary, in collaboration with the AP Team Lead and the Manager, General Accounting & Financial Reporting. Provides consultative services to campus staff and administrators in implementing recommended changes in accounting systems, procedures, and/or in resolving accounting problems. Participates in the review, design, and implementation of accounting systems and upgrades. Works closely with systems analysts to improve campus financial systems.
  • Actively participates and contributes materials presented at Business Operations Forums. Attends accounting related workshops to stay updated on current policy and procedures. Relates this new information back to management, staff, and the campus personnel as appropriate. Participation can include, but not limited to, planning for the event, creation of training materials, presenting a power point presentation, public speaking and/or other instructional presentations. Assists with the annual year-end reporting to SCO and the Chancellor's Office.

    Knowledge, Skills and Abilities:
    Extensive knowledge of: Generally Accepted Accounting Principles (GAAP); office methods and procedures; statistical and mathematical presentation of data; advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems. General knowledge of governmental accounting and internal control methods and related laws, rules, and regulations. Working knowledge of federal student financial aid annual reporting requirements, and quarterly grant reporting requirements

    Ability to: apply accounting principles to the analysis of complex accounting problems; analyze and interpret accounting data; prepare clear, accurate and complex financial statements and reports; utilize problem-solving techniques in finding solutions to complex accounting problems; understand, interpret, and apply applicable laws, rules, regulations, policies, and principles; make decisions and recommendations regarding accounting activities; communicate effectively with others inside and outside the unit, including conveying complex and technical professional accounting information to non-Accountants.


    Minimum Qualifications:
    Equivalent to a bachelor’s degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities; AND equivalent to five years of progressively responsible professional accounting experience.


    Specialized Skills:
    Ability to: effectively train, guide, and lead others; prioritize own work and the work of subordinates, plan assignments and manage multiple team priorities; orchestrate and direct the daily activities of others to achieve quality work that is effective, efficient and timely; exercise independent and sound judgment, as well as initiative to achieve results; work independently with little supervision and direction; prepare complex reports that are accurate, complete, validated, and adheres to standards; investigate and resolve errors and discrepancies. Attention to detail. Proactive approach and forward thinking. Experience in: implementing and maintaining internal controls as it relates to an accounting department; writing office and desk procedures; creating process flow charts and performing complex reconciliations. Demonstrated experience with Accounts Payable, Cash Handling, and Taxes. Skilled in cash handling, receipts, disbursement, assigning transactions codes and preparing documents for processing into the general ledgers, computing and posting figures rapidly and accurately. Advanced proficiency in University financial systems, particularly the general ledgers and APmodules, including querying data accurately and efficiently. Ability to quickly and independently research, learn and implement State Administrative Manual requirements (SAM) and Integrated California State University Administrative Manual (ICSUAM) requirements. Excellent customer service skills and ability to communicate (both verbally and written) in a professional and effective manner.


    Preferred Qualifications:
    Experienced with: implementing and maintaining internal controls; writing office and desk procedures; creating process flow charts. Experience should include professional accounting in all or most of the following areas: general accounting (LEGAL, FIRMS, & GAAP), accounts payable, accounts receivable, collections, taxes, asset management, and cash handling (receipts, disbursement, assigning transactions codes, etc.). Skilled in: performing complex reconciliations; preparing complex financial statements, reports, and workpapers; thoroughly documenting transactions using supporting documents, tickmarks, and/or memoranda; investigating and resolving errors and discrepancies; preparing journal entries for processing into the general ledgers, including calculating and posting balances rapidly and accurately, and including appropriate supporting documentation.

    Advanced proficiency using financial systems including general ledger, accounts payable module, and asset management module, including querying data, accurately and efficiently using PeopleSoft/Common Financial System and Finance Data Warehouse, or equivalent. Ability to quickly and independently research and implement Integrated California State University Administrative Manual (ICSUAM) requirements, as well as CSU Legal and GAAP Manual guidance. Proactive approach and forward thinking.
    Highly desirable: Master’s degree in business-related field and/or CPA license. Recent experience with financial statement external audit. Strong attention to detail and excellent customer service skills. Demonstrated understanding of and commitment to CSUMB’s Vision.

    PHYSICAL ENVIRONMENT:

    Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.

    There are components of this job which are deemed essential on campus. This position will primarily work on the main campus, with occasional work from home.
