General summary/purpose:

Jhpiego has partnered with the Baltimore City Health Department (BCHD) to staff and train their COVID-19 Mobile Vaccine workforce. Focusing on vaccine equity, Jhpiego and the BCHD are committed to focused, culturally responsive outreach to ensure access to and acceptance of COVID-19 vaccine by all Baltimoreans through strategic implementation of mobile vaccine clinics. The COVID-19 Mobile Vaccine program engages Baltimore City community members, ambassadors, and leaders to bring culturally responsive COVID-19 vaccine to priority populations through mobile clinics while also working to address vaccine acceptance and uptake among these groups throughout Baltimore.

The Baltimore City COVID-19 VALUE Communities Program Coordinator will provide coordination and management support to one of at least nine VALUE (Vaccine Access and Acceptance Lives in Unity, Education, and Engagement) Community Workgroup Leads for the successful delivery of mobile vaccine clinics that aim to reach specific populations within Baltimore. The VALUE Communities Team aims to ensure equitable COVID-19 vaccine distribution across Baltimore, increasing access to and acceptance of the COVID-19 vaccine to support the goal of 80% of Baltimoreans vaccinated by February 2022. The Program Coordinator will support the VALUE Communities Workgroup Lead to successfully implement the VALUE Communities workgroup strategy, ensuring meaningful engagement of VALUE Communities through community listening sessions and integration of feedback into plans for the delivery of mobile vaccination clinics. The position will provide operational support, organization, and overall coordination of workgroup activities. Under the supervision of Jhpiego and the Baltimore City Health Department, the Program Coordinator will support the Workgroup Lead to provide operational support, organization, and coordination of workgroup activities, including budget management and overall administration. This position is expected to establish and maintain excellent relationships with counterparts, community members, and other stakeholders in the COVID-19 response in Baltimore City.

This is a temporary position funded through February 2022. This position is primarily remote, although there may be infrequent need to visit or work from the mobile sites.


  • Provide program coordination and administration support to VALUE Communities Workgroup Leads to ensure the successful delivery of strategies to reach these groups with COVID-19 vaccine
  • Support VALUE Communities Workgroup Leads to develop and implement organizational management structure and systems for monitoring progress toward objectives of VALUE Communities regarding COVID-19 vaccine access and acceptance
  • Support the Workgroup Leads to develop and implement workplans, monitoring plans, budgets, and operational standard operating procedures for the successful implementation of strategies to serve VALUE Communities
  • Conduct outreach to community-based organizations and other community partners as needed, to follow up on complaints, troubleshoot challenges, and identify and implement course corrections to program activities
  • Recruit community members for community listening sessions and Ambassador positions, following up to ensure meaningful and informed engagement as needed
  • Coordinate with the VALUE Communities Team, clinical and pharmacy partners, and other key stakeholders to ensure the successful delivery of mobile vaccination clinics to reach VALUE Communities
  • Support routine coordination and communication between partners engaged in supporting VALUE Communities with COVID-19 mobile vaccination program activities
  • Develop and implement management systems to improve coordination and track progress towards deliverables
  • Assist with workforce capacity development as needed
  • Participate in and take detailed notes for routine planning and coordination meetings
  • Review and troubleshoot workplans and budgets
  • Ensure progress reports are completed and submitted on time; contribute to development of reports and facilitate appropriate review process
  • Support development of communications materials and support information sharing across workgroups and with other stakeholders as needed
  • Ensure knowledge management is maintained for workgroups
  • Ensure compliance with Jhpiego and Baltimore City policies and regulations
  • Support VALUE Communities Workgroup Leads to conduct additional duties as assigned

Minimum Qualifications:

  • BA and5 years’ experience or advanced degree and 3 years’ experience in public health, health program management, project coordination, or a related field
  • Strong understanding of and sensitivity to Baltimore City communities and experience working with diverse populations
  • Experience working in community health or immunization, COVID-19 response
  • Experience working with persons experiencing homelessness, older adults, Jewish communities, young men, persons with disabilities, pregnant or lactating persons, Latinx, immigrant community and/or pediatric populations preferred
  • Highly detail orientated, proactive, comfortable working under pressure and with minimal oversight
  • Experience in work planning and budget management
  • Excellent organizational skills, ability to manage multiple projects and workstreams at one time
  • Highly motivated; good team player
  • Ability to work in a complex environment with multiple tasks and short deadlines
  • Excellent written and oral communication skills
  • Experience sharing success stories or promoting community health services preferred
  • Proficiency in Microsoft Office, including Word, Excel, PPT, and other organizational tools
  • Proficient Spanish language skills preferred

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
