The Opportunity:

Embry-Riddle Aeronautical University’s Prescott, Arizona campus is hiring a Director of Campus Safety and Security to provide strategic and operational leadership for the University’s safety and security operations. Embry-Riddle's Prescott Campus is respected worldwide for cutting-edge instruction and training for tomorrow’s aviation, aerospace, security and intelligence leaders. Prescott is a mile-high city and its climate reflects seasonable weather excellent for flying. Daytime averages are 80°F in the summer and 45°F in the winter. At 5,000 ft. above sea level, it boasts a mild climate, clean air, pristine wilderness areas, and nearby national forests. The university is a small, private, residential university in the mountains of Arizona with approximately 3,500 students. Staff/faculty/student interaction is highly valued and is a central theme of our campus. It is located 100 miles north of Phoenix and 120 miles south of the Grand Canyon.

Job Summary:

The Director is responsible for planning, developing, and assessing the Campus Safety & Security program. The Director implements and maintains this program through the service operations of Patrol, Parking, Crime Prevention, Investigation, and Communications sections of the department. Must have the ability to qualify for armed security licensure per AZ law as specified in ARS 32-2612 and successfully complete department training to include OC/handcuff restraint, field training, and other programs as required. Must be physically fit as emergency situations may call for rigorous physical activity. This is an armed security licensed position and requires the ability to complete armed security training requirements to include successful range proficiency.

Job Duties:
  • Direct and supervise a staff of 10 employees and 7 student employees.
  • Develop and implement an ongoing staff training and professional development program. Collaborate with Executive Director on the development of operational procedures and a strategic plan. On-call 24/7.
  • Develop and maintain open lines of communications with university students, faculty, and staff for the promotion and improvement of safety and security programs, to include special emphasis on the Building Liaison program, the SGA, student organizations. Participate in campus CARE/BIT (behavior intervention team for students of concern) and campus judicial team.
  • Establish and maintain working relationships with external agencies as required (Prescott Police Department and other local law enforcement agencies such as Yavapai County Sheriff’s Department, Yavapai College Police Department, Yavapai County Emergency Manager, State, and Federal Agencies).
  • Develop, implement and maintain an overall campus safety plan to include access control, emergency management, emergency response, threat assessment, and personal safety programs for all community members.
  • Maintain and update the campus Disaster and Emergency Management & Recovery Plan. Lead the campus Emergency Operations Team and make actionable recommendations to the University Executive Director, Campus Safety.
  • Manage parking and traffic services and security for campus special events.
  • Oversee confidential investigations.
  • Oversee the department report and distribution systems for documentation of incidents occurring on campus. Ensure compliance with State and Federal reporting requirements per federal Clery requirements.
  • Conduct annual campus safety and physical plant assessment inspections. Publish and distribute reports as required by State and Federal governments.
  • Maintain campus Parking & Traffic Committee, and assist with other campus committees, as required, for the development and improvement of safety-related projects and programs to include construction of new parking facilities and maintenance of existing structures.
  • Develop and execute the department budget each fiscal year. Plan and secure funding for long-term, capital development projects.
  • Maintain awareness of all applicable local, state, and federal laws relating to the operation of a Campus Safety & Security department. Maintain an awareness of the security industry through participation with professional associations, liaison with the university legal department, and maintenance of Arizona DPS Security Guard Agency requirements including renewal of licenses.

Qualifications

Required education:

Bachelor's degree. Area of study: Political Science, Criminal Justice, Education, or related field.

Preferred education:

Master's degree. Area of study: Political Science, Criminal Justice Administration, Education, or related field.

FBI National Academy, or executive leadership program.

Required experience:

At least three years of full-time supervisory experience with any federal, United States military, state, county, or municipal law enforcement.

Required licenses, certificates, and/or security clearances:

Must be able to qualify for armed security qualified manager and/or resident manager security license from AZ Department of Public Safety. Experience as a qualified party or resident manager of an AZ Security Guard Agency is preferred.

Valid Arizona Drivers license

Must meet the University’s standards for approved drivers. Unacceptable driving records (as stated in the Use of Equipment and Vehicles Procedure 1.17 ) include the following (for three years from the date of each occurrence):
  • More than 3 moving violations and/or accidents in 3 years
  • More than 2 moving violations and/or accidents in any 1 year
  • A major conviction in the last 3 years, including (but not limited to) driving while intoxicated, leaving the scene of an accident, reckless driving, and/or homicide or assault by motor vehicle.
Required skills, knowledge, abilities:
  • Analytical skills with an in-depth knowledge of information systems and technical expertise with Microsoft operating systems, Access, Excel, PowerPoint, Word, Outlook/email, and Internet end-user applications.
  • Skills, certificates, and certifications in law enforcement, intelligence liaison, crime prevention, incident command & emergency management are desirable.
  • Experience or working knowledge of The Clery Act
  • FEMA certifications in ICS/NIMS
  • Experience in emergency management
  • Experience as a qualified party or resident manager of an Arizona Security Guard Agency is preferred.
