Primary Function

The Office of the Ombudsperson provides students, faculty and staff with guidance to help solve a variety of university-related issues or conflicts by facilitating communication and by offering guidance that is neutral, informal, independent and confidential to the extent permissible under law.
The Ombudsperson (also referred to “ombudsman” or ombuds”) is an impartial conflict resolution practitioner who is authorized to investigate, to recommend, and if necessary, to make public reports in pursuit of fairness of process and effective communication. They have no formal decision-making authority or disciplinary responsibilities and do not have the power to reverse decisions made or actions taken by the normally constituted authorities of the university. The Ombudsperson is not an official authorized to take corrective measures at NIU . As a designated neutral party, the Ombudsperson shall not serve as an advocate for any individual or any one position in a dispute but does advocate regarding fairness and equity in the creation and application of policy and procedure.

Duties and Responsibilities (generally)

FUNCTIONS OF THE OMBUDSPERSON
• To assist all members of the university community – students, faculty, administrative staff, and civil servants – in accomplishing the expeditious settlement of their problems by having initial meetings to determine the nature of the concern and routing individuals to the appropriate university unit.
• The Ombudsperson may assist a person in an informal capacity; or advise the person that he/she fails to find merit in the person’s complaint, request, or grievance; or may direct that person to seek remedy before another duly constituted body or office of the university. (For example, depending on the nature of the matter under consideration, the Ombudsperson may refer an individual to seek assistance from Human Resource Services, the relevant Personnel Advisor, or their collective bargaining unit.)
• To report directly, when the Ombudsperson deems it necessary and relevant, to the President, members of the senior leadership and other campus decision makers, valid complaints for which no remedy has been found; to also report any recommendations he/she wishes to make regarding such complaints.

• To maintain confidentiality when accessing allowable university records and reports in performing the duties of the Ombudsperson.
• To administer the operation of the office, including the activities and workload of the office staff.
• To become conversant with a broad spectrum of university problems and issues, through document review, formal and informal meetings.

Minimum Required Qualifications for this position

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

• Must have an earned master’s degree (doctorate is preferred) or terminal degree.
• Must be a current NIU employee to serve in interim or acting role.
• Must have knowledge about NIU policies and procedures, or the ability to learn and interpret them quickly.

• Ability to build relationships with the entire campus.

• Respect for students and all categories of colleagues.
• Must be able to maintain confidentiality.
